I assume you mean the characters because the Japanese most certainly have last names. To answer your question, they just don't. Toriyama felt no need to give anyone last names. The only reason the Son family have last names is because Son Gokuu is the Japanese name for Sun Wukong.

My various fanfics.Toriyama was busy making their names related by a theme. Beerus, Whis, Champa, and Vados are alcohol puns, King Piccolo and his sons are musical instruments, the Saiyans and the Tuffles are puns on vegetables and fruits, Marron is another pun on chestnuts, Pan and Gohan are bread puns (and Pan is also a devil pun, which fits into Videl being an anagram of devil, since her dad is Mr. Satan), etc.
Have you any dreams you'd like to sell?A lot of the characters introduced earlier in the dubbing loose their puns, or only really keep their puns by accident either by them not changing the names or by changing them to something that kinda/sorta keeps the sound of the pun.
Later on they wised up a bit more, so characters introduced later (however few there are) tended to keep them (with the exception of Hercule at first).

I don't see any argument for "Briefs" possibly being the family's surname when guidebooks classify them as simply "Brief" (no plural, to begin with) and "Bulma". They keep the "Son" for everyone in the Son family.
I always assumed Briefs was their last name due to the whole Dr. Briefs thing. Never knew he was just called Briefs. Usually when you have a doctor, you address them by their title and their last name. Go figure.
Then again, it was apparently too much trouble to actually name Bulma's mother, so I shouldn't be surprised at all. He won't even give a name to Frieza's species (of which Frieza and Cold are mutants).
Strange the things he puts effort into and the things he just seems to not care for.
