Not if he thought he had no chance of winning. In both Resurrection F and Super he rushes off the moment he reaches a level of power he believes Goku couldn't match - too soon to really get used to having that power, yes, but not a moment before he actually knew he had it.
On the other hand, Goku only reached the level such that that power was necessary recently, and entails such a significant and unpredictable jump in power that I would believe Freeza trying for revenge sooner.

Actually, there's a much better way to use your idea:
Just have Frieza decide not to head to Earth right away after being rebuilt.
He knows he's actually boned due to the existence of the Super Saiyan, so instead of heading straight to Earth, he decides to hide out and train a bit in his new Cyborg body, just like he did in Resurrection F.
Of course this won't work either, because Frieza seems patently incapable of this kind of patience.
He wouldn't even take Goku's two offers to just run (which he could have used to come back stronger later on). He just can't accept losing, due to being on top with out challenge for so long.
So I think this could work anyway.

The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!Yes but the only people in the Dragon Ball universe with last names is the Son family. Videl even mentions that Gohan having a last name was really odd and that's how she connected him to Son Goku so easily.

Fans did the same thing with "Mr. Satan", assuming that Videl's full name was Videl Satan. But it's not. Bulma is just Bulma and not "Bulma Briefs", and Videl's just Videl.

They have dinosaurs, they have a united-world nation ruled by a dog, they have fantastic capsule tech, they don't have surnames, etc. Even the continents bear no resemblance to us.

Anyway, some people definitely have last names so there's no reason to assume that Briefs being one is definitely wrong just because it wasn't pointed out explicitly.
It's technically Maaku, which is an anagram of Akuma, a Japanese word for demon or devil. Mark is the closest Romanization.
Toriyama wouldn't be Toriyama without his naming themes.
