Yeah, presumably Kami taught everyone to fly except for Tenshinhan and Chaozu, who learned from the Crane School.

One of the things that bugs me about Resurrection F is that everybody, everybody freaks out about Freeza long before they actually find out they have anything to fear from him.
Having them find out almost immediately that Freeza has attained unbelievable power is something I liked about Super's version.
Also, Roshi kicks serious ass in that movie.

They knew how to fly, it just used a lot of energy...so they didn't use it until their training from the Saiyan saga gave them all enough energy to fly like it ain't no thang.

Okay honestly, I kinda like the idea of him not being able to get stronger than Frieza. Much as I hate the "ONLY SAIYANS MATTER" rule, I like the internal consistency and avoidance of power creep that would keep Krillin from just being able to train to Freiza's level. Frieza was the dominent force in the galaxy for longer than Vegeta's life. It took Piccolo doing a forbidden fusion with the strongest living Namek to match his second form, and Goku unlocking an ancient super mode (on top of Saiyan's other wtfbrokenhax abilities) to actually beat him. The idea of a mere Earthling getting stronger than Freiza just through training does bother me.
Once they establish "Freiza has been the most powerful being for at least a lifetime" making every single other character able to catch up just kinda... waters down that praise.

Edit: Oh, and now people don't train because it's the Goku and Vegeta show? I thought not training and wanting to do other things was supposed to be a sign of being better than Goku and Vegeta and any mention otherwise was heresy?

Would any of the abovementioned be able to pull off a believably hammy flair? Goku didn't just need a guy for them to fight, he needed a supervillain.
You're assuming more forethought than Toriyama put into his work.
He actually wrote Tien out at the end of the Cell Saga. Tien flies away after telling everyone that they're never going to see him again. This is because he's not part of the social group and kind of hates everybody.
His absence for most of the Buu Saga is just Tien following through on that. He's missing from the tournament for the same reason he's missing from the social reunion where everyone met Gohan for the first time: because he doesn't care.
How would Krillin be stronger than Namek!Frieza? Prior to getting his God upgrade, even Goku was weaker than Namek!Frieza in his base form, and he's been constantly seeking advanced forms of training to increase his power in the decade since.
What on Earth could possibly push Krillin beyond Goku?
He surpassed the other four members of the Force, so it's certainly a less unreasonable suggestion than surpassing Frieza. But no, there's nothing that directly indicates it.
