Not really. By the standards of the DB universe, Yamcha's amazing. At his peak, he could probably take down damn near anyone in the PTO that wasn't on Saiyan Saga Vegeta's level (which is most everyone in the PTO). It's just that the other guys he hangs out with are so much stronger that he seems pathetic in comaprison.

You make it sound like the Lasgun is, in the context of its universe, pathetic. It's only impressive compared to our universe.
Yamcha is still in the top .1% of his universe in terms of power. He's only pathetic compared to the top fighters, he's way stronger than almost everyone in the universe. Just weaker than anyone who matters.
