Exactly this. It was a cultural response to Goku taking her son away and then bringing him back blond. We don't have an equivalent "Blond = Punk" thing so they had to take a different approach. They did not do a very good job of it and Chi-Chi's character suffered as a result of playing it as racism against her husband and son.
Given his character, I suppose they maybe could have tried for the Dumb Blond stereotype. "I've spent the last decade trying to make our son a genius scholar and you made him blond?!" Might still have fared poorly for her, but it had to be better than replacing "delinquent" with "monster".
There really was no good way to preserve the gag, but emphasizing that Chi-Chi is concerned about his hair color, not his species, would have mitigated a lot of the damage.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.... that actually would have been good. Although I guess they might've been worried about offending all the blond kids watching (remember, the dubs are for kids), which is something that the Japanese don't really have to worry about.
I could vaguely see a kid getting sad from hearing the TV say that people think blondes are stupid. Ooooooooof course this is immediately after the TV says "TURNING BLOND MAKES YOU SUPER POWERED" so... yeah.

I recall the Portuguese version using "delinquent" anyway, with Chi-chi thinking Gohan was trying to look like a spiky-haired rocker. At least I remember Chi-chi reacting to the change like an old-fashioned mother would react to a teenage son/daughter getting a pierced nose without permission.
(Also, I wonder if the whole "dyed hair = delinquents" thing is why Android 17 dyes is hair. Granted, he does it the other way around, but maybe it's a subtle visual joke)
The American equivalent would be if your kid's Super Form gave him a green mohawk.
@Enlong: Bleach had the advantage of establishing the whole "bleached = punk" thing from the very beginning, whereas in DBZ we (the audience) are already long-accustomed to the Super Saiyan form without establishing any connection like that. You also have different standards from different timeframes, with Bleach trying to stick more to the original script and DBZ trying to make it more accessible to American audiences (at least I presume, anyway).
Still, I'm surprised a lot of the Chi-Chi hate stems from that one particular instant. I always assumed it was a more general "Chi-Chi can't fight and acts like a bitch all the time" sort of thing.
Wasn't she at least semi-comptent in the original Dragon Ball, or am I not remembering right?
She seemed to be, but her only serious fight was against Goku, who was stronger than everyone at that point.
In the manga, she'd only shown up during the Fire-Mountain Arc, then didn't appear again until the Piccolo Jr. arc as well, so there was a large gap between her first and next appearance, so we've never really seen what she was capable of either.
