Currently side-by-side liveblogging Digimon Adventure, sub vs dub.I think one important thing to remember about Broly is that a lot of his popularity came during the heyday where people didn't have immediate access to everything in the series. There were no sites to stream the series so you were either stuck watching it on Toonami or, if you were lucky enough, watching the bootlegged tapes.
So Broly benefitted greatly from the rumor mill hype train of being the Legendary Super Saiyan.

It also helps that Broly reflects Western ideals of masculinity better than Eastern. Dragon Ball gets so much crap for things like Frieza's Final Form or Super Saiyan God making the characters smaller instead of bulkier. Bio-Broly is held in such little regard because it somehow manages to screw up Broly by making a weird sludge clone of him that gets killed by water.
That and it's only Goten, Trunks, and Android 18 in there (and Krillin too). Goku just makes cameos and that's it.
