We've never seen someone move while charging one without using IT. Second, Perfect Cell and Beerus were both much stronger than Goku and thus much faster than him. They didn't see him move and were surprised when he just appeared elsewhere thus he had to have been using IT. The finger thing is only needed when Goku's doing it over long distances and, even then, it's probably not actually needed and is just a gesture he uses to help concentrate.

Between Zanzokens, super-speed motion, and teleporting, Toei had to get really good at animating distinctly different ways for a person to suddenly not be there.

That game had an opportunity to have Legendary Super Saiyan vs Legendary Super Saiyan, and it completely dropped the ball.

Lazy writing, made it all about Goku, had some of the stupidest decisions ever made, had some of the worst power level incontinence in Goku somehow struggling against enemies in Super Saiyan 4 and yet easily beating them in Kid form, speaking of which him being turned into a kid was stupid, Pan was annoying, Vegeta had a mustache, and most importantly: SO MANY GOOD IDEAS WERE THERE BUT THEY FUCKED IT ALL UP WITH THEIR SHITTY EXECUTION!

Have you any dreams you'd like to sell?How canon is Episode of Bardock? I ask because Bardock was probably relatively weak to have gone Super Saiyan... it makes me wonder why Gohan didn't go SS when Krillin was killed on Namek. Or any of the times he thought Krillin was killed.

Only in filler. The technique only ever appeared again one more time in the manga, where he used both hands to fire it at Nappa.
Toei, however, apparently really liked the image of him charging it with one hand so they used that in all of its filler appearances, including when they gave the move to Cell.
