Vegeta's line? Well, Christoper Walken's last name kind of sounds like "walkin'". Which is the opposite of Christoper Reeve, since he was a paraplegic and could not walk. Yes, it's in terrible taste.
I have a message from another time...The "Walken" in Christopher Walken sounds like walking and Christopher Reeve is (or rather was) paralyzed from the waist down. And then Vegeta crushed Goku's legs. The joke very much was in terrible taste.
As for Pavlov he experiments with training with dogs and... I get the joke but I'm not sure I could explain it properly.

Pavlov did research about conditioning reflexive reactions in response to stimuli.
Gohan had been conditioned by Piccolo's training to freeze up at the word "dodge", much to Piccolo's annoyance.

You cannot firmly grasp the true form of Squidward's technique!Pavlov did experiments showing that, when you ring a bell and offer a dog food, the dog will come to expect food with the ringing of the bell. Much as Gohan learns to dodge whenever Piccolo yells the word 'DODGE!'.

Gohan heard "DODGE" and freaked out because every time Piccolo yelled dodge, he got hurt.
Pavlov did that experiment where he rang a bell to summon a dog to get food, and every time he did so the dog would drool, even if there was no food. It was a reaction to the sound of the Bell.
Thus, Gohan associated the word DODGE with pain, just like the dog associated the bell with food.

Pavlov actually was right, too. I've become conditioned to tense up at the sound of a fire alarm whether it's in the building I'm currently in or on a video I'm watching because the fire alarms at my college dorm have gone off so many times (often in the middle of the night or for multiple hours because for some reason they couldn't be shut off).
