Yeah, the simple answer to that is they forgot that Vegeta was saying "Do I hear five?" rather than "That makes five!"
The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!Saiga isn't Toriyama. It's been clearly established by TFS that Toriyama's username is "Vegeta's dad's dicks" or some variation thereof.

I dunno how much stronger. But yeah. When Vegeta showed up up to the fight with 19, he was stronger than Goku was at that point.
...Which, I mean, isn't saying much considering Goku was dying, but. I think he'd still have been stronger even without that. Probably.
...I'm also not sure whether Goku got a Zenkai from 19 and the heart virus. Definitely not as big of one as the one on Namek, but. Maybe a small one.

Goku outright says that Vegeta was stronger than him when he wakes up.

Throw the Dog a Bone, huh?
Even if that dog did try to blow up half of the cast.
what do you mean I didn't win, I ate more wet t-shirts than anyone elsePiccolo first says Vegeta is stronger, and he also acknowledges that Goku vs 19 isn't his full power (as he knows what Goku is capable of).
And then Goku says Vegeta is stronger when he wakes up.
It wasn't until the Cell Games thing (which admittedly is very soon after) that Toriyama introduced the whole "Vegeta can never surpass Goku NO MATTER WHAT" thing and started talking about how inherently special Goku was.
...Piccolo's a good choice too, actually. Usually.
I mean, from a narrative, structural standpoint, that was basically inevitable from the start.
EDIT: I can't remember if we talked about this, but Saiga, while you're here, how in the hell did 24 hours pass between Piccolo starting the fight with 17 and Cell reaching his Semi-Perfect form?

The Androids depart from Goku's place (which is empty) around the same time Goku takes Vegeta to the Room of Spirit and Time. Because they're not flying, it takes them almost a full day to arrive, as said by the narration.
So Piccolo vs 17 / Cell fits in a the tail end of Vegeta and Trunks' training.

17 realizes that it's already way too easy for them to just fly to where Goku is and kill him, so he's handicapping their side basically.

They might have missed it, I don't know if the anime even keeps that narration. But they're perfectly fine with sacrificing accuracy for the sake of a joke anyway.
I mean, it's also their version, so things are different to begin with. They could just be taking advantage of the fact that the average fan wouldn't know the time passing was accounted for.

I previously posted a way that the movie could sort of have a place in the timeline: immediately after Cell announces the Cell Games, if instead of going in to the HTC with Gohan, Goku suggested Yamcha and Tien get a day: to help Tien with that whole "I am a warrior" thing and to reaffirm his friendship with Yamcha. Pretty much everything except for Trunks' physical appearance and the timing of the destruction of Gero's basement works. it even explains why Spirit Saiyan is the only thing that worked to stop Super 13.
Also, Somewhere someone suggested that Vegeta was stronger than Goku because it took more hits to the dick for Vegeta's voice to break. Umm... no. Super 13 could just be much stronger than Meta Cooler (fuck this movie).
