I doubt his plan was ever "Gohan returns with an overwhelming advantage over Boo and beats him without difficulty". That's pre-Z material.
You're probably right. Although it'd be funny if he did create the Buu Saga as a self-parody and then forgot that that's what he did.

@Saiga I dunno, I doubt that Tori was building up Buutenks as the final enemy for Gohan. He spells it outright as he transforms that he's only got 5 minutes to kill Gohan as Buutenks. That's a pretty fast final battle.
Before anyone brings up Freeza, let me remind you that the manga is much faster-paced than that.
That's a good point though. I think Tori probably changed his mind about Gohan being the hero before Gohan ever got on the battlefield but realized he had to follow through with what he already began.

Even if it's not as stretched out as the anime, it's still a decent length and the final battle. So 5 minutes in-universe is definitely enough time for a final battle if Toriyama wants it.
Furthermore Boo doesn't actually suffer the Super Saiyan 3 drawback, he gets the full 30 minutes in the form. It's mentioned that Gohan held out for 20 minutes without healing, and then nearly made the full 10 after that.
I agree that Toriyama probably changed his mind before Gohan arrived at the battlefield, but sometime after Gohan was taken to Kaioshin's planet. That explains the pacing of everything best.

And those 18 chapters probably only contained around 13 pages per chapter.

All I know is that Gotenks was never intended as the hero and that I hope Super retcons Dragon Ball's ending.

Maybe, it depends on how you want to look at it. I like to think that Toriyama is craftier than he appears to be.
It's interesting that people complain about the Cell Saga's shifting villains (Androids 19 and 20, Androids 17 and 18, Cell) and then people complain about the Buu Saga's shifting heroes (Gotenks, Gohan, Vegito and Goku).
Anyways I was just reading the latter part of the Buu Saga actually and if Tori wanted Gohan to be the hero, he changed his mind pretty fast. Gohan beats Buu up for a chapter and then Gohan starts losing a chapter later after Buu absorbs Gotenks.
