There are specific things I don't like about the Buu Saga (for example, imo most issues present in GT are also present in the Buu Saga, but in the Buu Saga they're not so badly done such that they are as significantly negative), but overall I think it's pretty great.
I love Buu as an antagonist, and liked the idea of giving the enemy a bunch of unique and off-the-wall abilities in addition to the tried and true ones. And while there are a lot of false starts when it comes to the heroes I like the development we get in the meantime (even if for some characters a great deal of that development only happens in the anime).
It used to be. Now it's second to the Saiyan arc.
I like the first half of the arc more than anything else, I just thing it went downhill with the introduction of potara and doesn't recover. If it weren't for that it would be my favorite, because anything before that I like more the Saiyan arc.
For me the Boo arc has a lot of things to like out of it, and a lot of things to dislike. The Saiyan arc is also awesome, but just more consistent throughout.
What has Kaiser said on the Boo arc? The idea that he hates it does make me worry. It does get a pretty bad rap by a lot of fans so I can see them being rather unfair to it.
edit: I mean, Return of Cooler didn't get ripped on much, but Episode of Bardock had some lines that just seemed spiteful to me. And I hate Episode of Bardock.

I really disliked Buu because I thought his power was just... cheesy. Honestly, it bugged me that they decided that the best way to up the villains isn't necessarily to make them stronger, but make them harder to kill. Freiza survives getting bisected! Wow, he's tough to kill. Cell comes back From a Single Cell! Wow, he's tougher to kill! Buu's regeneration makes Cell's look like nothing... it just struck me as sort of cheap.

Unpopular opinion here, but Buu's probably my favorite of the DBZ antagonists, and the saga itself is my second-favorite in the series (with the first favorite being the King Piccolo arc).

Standard Super Buu and Kid Buu both feeling boring to me because they're both just mindless killing machines, though Super Buu at least has some base "I just wanna eat everything" shit driving him.
