My headcanon answer to that is that the Super Saiyan is actually breaking the laws of the universe and is also contributing to entropy because they're creating more power out of nothing.
Also, if we're talking about this...where does hair growth in Super Saiyan 3 come from? Or even better, where does it go when they turn back to normal?

Do people normally come back where they died? Did a suddenly living Android 17 just show up near Snake Way?

The question of where 17 and 18 went after being absorbed is an odd one. I mean, Cell had half his body blown off at one point while they were both inside him. I always thought the two of them were converted into bodymass or energy or something, so if they were still "alive" (in the very technical sense) they would've been part of his very being rather than individuals still and as such they would've "survived" every injury he took.
Though that doesn't answer how 18 got reconstituted after Gohan hit him. Maybe it was just that painful a gut punch.

Presumably, the androids were somehow shrunken down when absorbed. It doesn't make sense, but it's about the only way to explain. Buu at least has the magic excuse.
When Gohan Falcon Punched Cell, this somehow disrupted whatever systems were being used inside of Cell to 'hold' 18 and keep her shrunken down, causing her to start rapidly growing back to full size. Cell couldn't hold her anymore, so he had to puke her out.
Ok, who let Light Yagami in here?

Or vice versa, since Buu predates Chrono Trigger.
