In the original, Goku is holding back. Gohan calls him out on it. Gohan is the one that wants Goku to go all out. Goku is holding back because he cares about his son and doesn't want to deck him full-force in the face.

It may have happened in the anime, but that doesn't mean it makes the tiniest bit of sense.

In fairness, Gohan was previously trained by Mr. Drill Sergeant Nasty Piccolo, and that was what he was literally basing his expectations on for Goku training him as well.
The reason the "No Holding Back!" moment and Gohan's subsequent panic is funny isn't because it's a general training philosophy. It's funny because Goku does it during a harmless splash fight, which is not the proper context for a Kamehameha.

They did that in the original anime as well (as opposed to the first dub that had a lot of music playing at the time) but still.....
