It makes sense that Gohan would be more scared than angry.
He'd been there the whole time, constantly on the run, at a disadvantage, barely holding on, waiting for his dad to come, getting little reprieves here and there in the form of Vegeta allying with them, Guru's power-up, Goku finally arriving (and then getting injured) wishing Piccolo back, and him showing up etc.
It'd been one long struggle for him. Then Frieza goes through all his forms, Gohan gets rip shit pissed twice, and seemingly gives Frieza a thrashing only for him to get up every time, still as strong as ever.
So now, he sits there and watches Vegeta getting annihilated, knowing that he's next and there's nothing he can do, and then his dad finally comes to try his hand. Goku hasn't seen all Frieza's forms, just the one. He's felt the power, but he doesn't know the terror. So Gohan watches his dad throw out everything he has, and it looks like it isn't enough. But here comes the Spirit bomb, but that might not be enough, so Piccolo goes out to help, and Gohan and Krillin even toss out their own attacks as a final desperate act, and boom! Frieza's dead......
Only he isn't. He injures, Piccolo, murders Krillin in seconds, and his dad has nothing left.
Yeah. After doing all that, and still being only seconds away from dying, it's not a shock that Gohan was too scared to get angry.

Goku was pretty good this episode. Gohan probably should've realized though. I expected the attack myself.

The thing is, Japan is way in your face about it, apparently without trying to be, and seem worse at discussing or even acknowledging it than many others countries.

One of the main problems of Japan and race is that they are a fairly homogeneous country. They have honestly no idea about how to threat black people because there is basically none there.
The other problem is that they pretend their diversity doesn't exist. The Koreans? We don't have any of those. Ainu? They live in their own corner. Burakumin? We prefer not to talk about them, yes?
The final problem is that they are not trying to get better. Racial tension is a foreigners thing. It doesn't concern them.
I do think people shouldn't be so ready to judge others based on their own standards. A Japanese making black face isn't as awful as an American doing the same. But that doesn't mean they are absolutely blameless when they keep pulling racial stereotypes every second week and pretending it is not a problem.

I disagree, IMO No Koreans In Japan stems more from any portrayal of a Korean in Japanese media starts shit with South Korea and no one wants to actually start crap. And they actually want to sell their stuff there or, as with most anime, it was made there.
Its worse in Korea where it is actually against the law to show anything remotely Japanese, so much so that even Big Hero 6 was censored heavily in Korea.
