Whether it is a form or not doesn't even matter to what I'm saying: post Ritual, Gohan doesn't use Super Saiyan at all except in that scene. It doesn't make him stronger, and there's no indication he can do it outside of that ritual.
Which means that Vodel also appearing as a Super Saiyan there doesn't have to mean she got stronger, or can do it outside of the ritual.

One Strip! One Strip!I mean, we're assuming that Pan turning Super Saiyan is causing Videl to manifest Super Saiyan traits.
They already share a blood supply. If we're assuming that ki (even godly ki) is a sort of life energy, then sharing that makes a kind of sense.
Pan is generating a lot of ki because reasons, but in order to make ki she needs to metabolize things like oxygen and calories which she can't get on her own because she has underdeveloped digestive and respiratory systems.
...Goku's power level goes down when he's hungry, and Krillin ate more when he trained a lot and used a lot of energy.
So. In this instance, it'd be a weird sort of symbiosis.

The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!

Gohan is also a Super Saiyan in the ritual despite his Ultimate form. So it probably means nothing, Gohan wouldn't be any stronger here either.
