No, it wasn't. But it was an indication that until Buu saga, Characters weren't able to destroy planets instantly with a non charged Ki blast.
Hell, Frieza destroying Planet Vegeta in his first form is not really true, as their was no proof in the manga that he was in his first form when he did, and Dragon Ball Minus, done by toriyama about the time period when he did, didn't really help clear up things.

Well, I mean, if someone had the ability to vaporize you with a thought and claimed they were strong enough to wipe out a solar system, and you could gauge their power and saw that they were wrong, would you be like "Nuh uh! You can't do that!"?
I'm not saying he couldn't wipe out the solar system, but I doubt anyone would correct him, even if they could tell he was correct or not.

His Galick Gun could do that which is why Goku had to counter it with his Super Kamehameha. If Vegeta can do it with a power level of 16,000 then Freeza sure as hell can with a power level of 530,000.

Why is it so hard for people to accept that the strength level of Dragon Ball characters is easily Solar System buster and up when Moon busting level is introduced so early in a series that is infamous for Power Level inflation?
Because it's an Outlier, as King Piccolo, supposedly stronger then roshi, never did anything similar when using all his power in his attacks, that's why.
Watch SymphogearWell what exactly was Piccolo Daimaou supposed to do on a similar scale? He can't exactly blow up the Earth because his entire thing is ruling it. And these characters very explicitly control their power to keep the Earth from being destroyed most of the time (at least in Z they do).
Roshi blowing up the moon isn't an outlier; it's something that actually happened, that we have no reason to consider a joke, and no reason to doubt was actually possible.

Piccolo also blows up the moon and, while his power level was drastically higher than Roshi's, it was also drastically lower than Vegeta's.

The last time I tried to analyze the power levels of the character during Dragonball was way back when I was trying to figure out at what point, if any, in the timeline the characters would've been able to fight against the cast of Street Fighter fairly. I think is was during a "what if someone made a Capcom vs Shonen Jump game?" conversation.
I think I settled on "around the time Goku fought Tien in the tournament."
In general, Dragonball didn't overtly focus as much on pure power as Z did, at least not to the same extent.

Which made no sense, seeing how easily he was able to destroy Vegeta in his first form.
Edit: He may have been injured, but he was still in his final form. I think there was something about him holding back because he was worried about surviving the explosion but I'm not sure if that's filler or not.
