Comparing Cell to a horror movie villain seems like a insult since I've never encountered one that's actually scary. He's more like, I dunno, early Resident Evil or Silent Hill scary. He's disturbing on a level that goes far beyond his actions.
No, I'd say horror-movie scary is accurate. He's an inhuman monster that crawls around and eats people. He lacks the psychological edge to be Silent Hill creepy. Cell is disturbing for the literal nature of exactly what he is. There's no greater implications or deeper themes behind Cell. He doesn't speak to the darkness within man's soul. He's just a monster.

Check out my book!The first parts of the Cell saga were some of the few times Dragon Ball seriously went for suspence, and I remembering it being awesomely scary when I was a kid. The most terrifying part about Imperfect Cell isn't just the brutal way he absorbs people, but how he's able to do it so efficiently that our heroes barely even see him. Them arriving to late to empty cities and such, especially the couple times we see that Cell is still right there watching them but is masking his energy so they'll never find him.
Though I saw DBZ well before I saw Alien, he is reminiscent of monsters like the Xenomorph. There's a huge "he can strike anywhere undetected and kill us off before we even know how to fight him off" vibe there.

My various fanfics.As horror monsters go, Imperfect Cell was very effective at appearing just enough to keep the suspense rising. That's a key element of monster filmmaking that is easy to screw up.

But, yeah, Imperfect Cell was definitely a different kind of villain. He didn't stick in fights he couldn't win. You couldn't just confront him, or he'd run away and absorb more people. He could even hide his power level like the heroes!
It was certainly unlike anything Dragon Ball had seen until that point.
The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!

It was the early days of what became Team Four Star. The original plan was that they'd do ONLY the movies, but then they decided to do the show too. As a consequence, there's even more Early-Installment Weirdness than season 1 had, such as Goku being moderately intelligent but callous and kinda spiteful, or the whole joke with naming one of the minions in Dead Zone Douchebag, which received a Mythology Gag with said minion's last line in the remake, "What a douchebag...."
