Humans are on Saiyans' level. Krillin exceeds the level of just about any Saiyan in history that is not Goku, Vegeta, or their progeny. All they're missing is an unreasonable circumstantial power-up to rocket one or two select individuals into god-killing range - and they already have that, considering Androids 17 and 18 are human.
Humans created the Gravity Chambers, the Infinite Energy generators, even a Time Machine. Humans invented the Kamehameha, the Taiyoken, the Kienzan, the Kikoho, etc. Humans conquered the mighty Oozaru, a creature that has scoured countless planets of life, in less than an hour of encountering it by treating it like a Puzzle Boss instead of a physical challenge.
The advantage humans have is intelligence, cleverness, and creativity. For them to have a fair shake, Toriyama just needs to emphasize this more. I wouldn't want them to, like, unlock a secret genetic inheritance that allows Krillin to become a Super Human with a battle power of 8 billion. If they do get a power-up, it should be something they created, just like the Androids were.

Where would they be if they never had a Gravity Chamber to train in? If Goku had never learned a single human technique?

I just wish more emphasis had been placed on his mixed heritage giving him Saiyan strength with human intelligence and creativity, rather than "His mixed heritage makes him SUPER strong."

Then he taught himself to do it offscreen while recovering from his humiliating defeat on Earth, not unlike when Goku taught himself the Kamehameha or bukujutsu by just imitating what he's seen other characters do. Saiyans learn fast.
After training in the Room of Spirit and Time, Piccolo was about equal to or greater than Semi-Perfect Cell. Given how effortlessly SP Cell demolished 16, it stands to reason that yes, Piccolo surpassed 16.

I don't really get the Room of Spirit and Time. It's supposed to be a more intense form of training, so intense that it never came up before because the one time Goku attempted it as a kid, it almost killed him. Emphasis on the "almost." It's manageable enough that Goku was able to withstand it with a battle power in the 200-300 range, yet intense enough that the Super Saiyans of the Cell Saga were able to get a massive increase in their power from training in it.
And all we're told of these remarkably flexible conditions is that it has 10x Earth's gravity, a feature that was obsoleted before the protagonists even got to Namek.
I'm not sure I understand how a 10x gravity chamber is able to produce better results than the 300x gravity chamber Vegeta was using without being so intense as to immediately cause Critical Existence Failure to Goku as a kid.
