I think she'd be more like a torpedo, really. I'm not sure how the flight thing would work underwater.

Wouldn't have been quite as easy if Trunks was in pursuit, and 18 at least attempting an underwater escape (while Krillin flies off with 16 as a decoy?) might have given Trunks enough time to get away from Vegeta.

See, the reason I have a different opinion on that is that Super Saiyan Grades 2 and 3 are just unrefined states of Super Saiyan. They aren't different "forms" and they definitely can't be equal to or stronger than Super Saiyan itself, since again, they're basically shortcuts to grasping the power that comes from mastering the form (ie Goku and Gohan after training in the Rosat).
Except that Ascended Super Sayain, regardless of the grade, is stronger than Super Saiyan. They all offer a greater than 50x increase to a person's power. Full Power Super Saiyan doesn't actually increase Goku's or Gohan's any more than it did before, the energy drain the transformation causes has just been drastically reduced.
If Ascended Super Saiyan wasn't stronger than base Super Saiyan, Semi-Perfect Cell would have handed Vegeta his ass.

I have no idea if this was in the manga or not, but I remember in the English Dub of DBZ, Semi-Perfect Cell briefly considers that the Androids might have gone underwater to hide from him. He then decides that would have been foolish, with the implication being that Android 16 was too damaged to survive such an attempt.
