Nobody hates Tien. He's just inconsequential.
Tien had the misfortune of having completed his entire character arc by the 23rd Tenkaichi Budokai. Having nothing else to do, he just sort of stuck around and he wasn't even very good at that because he hates everyone. He's not a bad character, just one who outlived his usefulness early on but didn't have the grace to leave once his story was finished.
He's the Shadow the Hedgehog of Dragon Ball.

They usually don't disapear... they just end up being put in the background. The only characters that stayed relevant from their first appearance to the end of the series were the Saiyans and maybe Piccolo.
Also, I never got the feeling that Tien hated everyone. Just Vegeta.

They weren't really put into the background. They did their own thing. Yajirobe found a purpose as the Bean Daddy after he decided to stay at Karin's Tower, while characters like Nam, Bora, Android 8, etc. were rarely seen again once their story was over. Those who did stick around did so because they were friends of Goku; Krillin, Yamcha, and Bulma primarily.
Tien was never part of the protagonist social group. He was an outright villain redeemed by Goku and Kame-sennin during the Tenkaichi Budokai. He never came to the parties or social gatherings and, after the Cell Games, openly tells the group that he's going back to his mountains and they'll never see him again because f*ck all y'alls.
Tien got over his aspirations of becoming a contract killer, but he's still a grumpy misanthrope who only comes back to the plot because he wants to fight someone. He's got more in common with Piccolo and Vegeta than Yamcha and Krillin, except both Piccolo and Vegeta integrated themselves into the social group and formed emotional connections to other members, while Tien never did.

Currently side-by-side liveblogging Digimon Adventure, sub vs dub.They trained together under Popo and Kaio-sama, but that still wasn't enough of a connection for him to stick around during the three years training for the Androids, whereupon he promptly runs off to the mountains to do his training with Chiaotzu. He spent time around them due to circumstance, but then dumped them at the first opportunity to go back to being antisocial. That's not much of an emotional connection.
Yeah, but it might soothe his ego a little if, like, Krillin, he was one of the most powerful beings in the entire universe. Krillin surpassed the Ginyu Force, sans Captain; there's no indication Tien ever surpassed Vegeta's starting power.

Son "Bye Son" Goku runs off on his own too. It's like Vegeta said. He's never there. He shows up for fights and then spends several years away from his family and friends. In the Buu Saga, one of the first things Goku asked was where Tien was. I'd say that means he'd formed a connection.
There' no evidence that he didn't either.

Someone explain what does shutting off 18 do to prevent Cell from going perfect? Shutting off doesn't blow up the Cyborgs, so what does it do? Shut off their infinite energy generator or something?
Would it being inactive mean Cell would activate it once he consumed it anyway? That was never explain in or out of universe.

Cause everything has a name in games.
