I'd actually argue that you take way Tien's Hold the Line moment, Cell becomes Perfect much quicker and kills Android 16 before Vegeta and Trunks arrives.
Cell games still happen, but without Android 16 there's no longer a catalyst for a SS 2 Gohan.

Cell killing Android 16 wouldn't change much given that Cell killed Android 16 in the original scene. Bulma rebuilds him and removes his Murder Son Goku protocol.
As far as what Vegeta and Krillin did, here's the thing. Krillin refrained from killing a ruthless, amoral person of mass destruction who has demonstrated interest in murdering his allies because her beauty made his boner happy. After absorbing 17, he blasted 16 and completely lost interest in him. 16 couldn't move after that, and becoming perfect would give Cell absolutely no more reason to finish 16 than he already had.
Even if he did, for some reason, kill 16, then all you need to do is kill some other person in front of Gohan to coax SS2 out of him.
Left to their own devices, the Cell Jrs. would have done that eventually.

Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Without Tien, Cell would have successfully absorbed 18, killed everyone, then flown to Kame House, killed everyone there, then flown to the Lookout, killed everyone there, followed by blowing up the Earth. Tien's fruitless efforts saved the world by stalling Cell for approximately half a day; a minute or so on the Kikoho, and then Cell spent about 12 hours offscreen just laughing hysterically at Tien's claim to relevancy.

Being completely inconsequential is actually pretty rare. It's almost difficult to be that unnecessary.

No, it's saying that once Gohan leaves, the door they've been waiting for will open and they'll have wasted that time waiting for nothing because Gohan ditched that plan.
It's like the belief that as soon as you give up on something, it'll happen.
