Android 16 was not resurrected because he's not a person. He's a soulless automaton. He's not in Heaven or Hell right now; his existence ceased when his chip was destroyed. It would likely be within Shenron's power to restore his chip, but that would have to be a separate wish from bringing back to life all the people who died, because Android 16 was never actually alive to begin with.
For the purposes of the wishing, 16 is an object that Cell destroyed. By comparison, Android 8 was restored because there were two wishes made. One was to restore the planet Earth and everything on it, the other was to resurrect the people. Android 8 would have been reconstructed by that first wish.

Bad guys empower Freeza and his men...in the encounter where Bardock died anyway. Then Bardock got sucked into a wormhole...because. Then bad guys empower Broly, Broly has to be beat up by player character etc...then HE gets sucked into the wormhole and both Broly and Bardock end up...on Namek.
Presumably during the Freeza fight, which explains why everyone was teleported to Earth. Then Bardock becomes an ape and Broly dies and then Bardock becomes not an ape and Trunks knocks out Vegeta and...
...Man I am overthinking the obvious fanservice fight.
Also, why do video games always base Broly off Second Coming, where he is basically a mindless screaming brute anyway? Not that Broly was a deep and complex character anyway, but it'd give him more to do than scream Kakarot all the time.
I think the Broly/Bardock mission was there to justify their inclusion in the game. Did you notice every playable character was in a Time Patrol mission at some point? And the DLC missions include all the playable characters there.
The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!Especially since that wormhole business was the perfect(?) excuse for Episode of Bardock to happen.
So, here's a question.
Bardock had Vegeta make a Power Ball, so he could go Oozaru against Broly. He then broke the Power Ball, so Broly couldn't go Oozaru. How did Bardock remain an Oozaru with no Power Ball or moon in the sky?
I have a message from another time...If I recall, in the episode, they questioned if Broly even has a tail.
Though, yeah, why is Bardock an Great Ape if he smashed it? Did he need to smash it, since Vegeta and Broly are both tailess (as far as we know) and thus wouldn't be affected?

I always figured Broly appearing tailless wasn't an oversight, since Paragus has one. I always figured Paragus removed it because having a planet busting unstable child was hard enough, a planet busting unstable child who can also turn into a even stronger and more wild ape would be too much for him to control.

the part in the concept art with a tail is Toriyama saying it's fine whether Broli has a tail or not. It's unknown whether he actually has one or not.
Anyway Bardock destroying the power ball was completely nonsensical and I think they were trying to make him look tactical but failed. Really that entire sequence is nonsensical.
Broli is in because Broli and Bardock are contractually obligated to be included in games.
Although, in canon, Gohan stopped being a great ape once Piccolo blew up the moon.

Here's a question. When they wished for all the people killed by Cell to come back Android 16 never did. That and we never hear about any of his adventures in Otherworld. Does this mean that Androids are just soulless automatons? Do you think the abridged series will ever bring up this fact? And just to confuse things in one of the Dragonball movies, Android 8 died and got brought back to life with a wish, so what is he then?
