As I've mentioned before, the Over-The-Top Power of Mr. Popo seems like it's rooted in one filler scene from the Buu Saga, where Popo parries attacks from Super Saiyan Goten and Trunks simultaneously - a feat that makes everyone in the Saiyan and Namek Saga look like helpless babies by comparison.
The jokes about Popo having ultimate power have waned in the Cell Saga as the characters approach his level, and by the point of the Buu Saga, the cast should have surpassed Abridged Popo. Thus, I'm expecting to see the Ultimate Popo gag reach its conclusion when we finally catch up to that point in the Buu Saga where Buu kills Popo, similar to how the Kaio-What gag reached its conclusion with Frieza and the Kaio-Crap scene.
If so, Whis is clearly more powerful, but if they go the other way and BS Popo out of that scene in order to keep him as the strongest thing ever, then we can reasonably conclude that Abridged Popo has a battle power of Infinity and will never be surpassed by anything ever.
I think they'll play Popo's death straight for the dramatic shock value, though. The fact that they've eased off on "LOL, Popo trumps everything" jokes in the Cell Saga suggests so.

Maybe we'll get a joke about the Kili to Raditz conversion.
Raditz is a pretty good unit of measurement. His 1,500 slots pretty nicely into most of the characters.
- Despite what Abridged says, Nappa is merely 2 2/3 Raditzes, not 5. I suspect the Abridgers padded his battle power because that doesn't look so impressive after Krillin just blew up "the equivalent of 3 Raditzes".
- Vegeta also padded his own battle power during his boast, actually being 12 Raditzes, not 15.
- The Ginyus range from 20 to 40 Raditzes, with Captain Ginyu at an astonishing 80 Raditzes. Goku arrived on Namek with a battle power of 60 Raditzes.
- In his First Form, Frieza is a mere 353 Raditzes, but his full power brings him to 80,000 Raditzes. Goku awakens from the healing tank with a mere 2,000 Raditzes, but as a Super Saiyan, his 100,000 Raditzes overtakes Frieza.
- Krillin left Namek with 50 Raditzes.
You know, when you put it in Raditzes, it really shines a spotlight on how ridiculous Frieza's power inflation was, doesn't it?

Also I suppose Vegeta could be adding his Planetbusting move into calculations

Probably not. Nappa's battle power isn't too far above those three Saibamen - 3,600 to 4,000 - but Nappa himself is a much better fighter than them.
Piccolo is 3,500, nearly as strong as those Saibamen and Nappa, but was still pretty much helpless against the bruiser, because Nappa's mental discipline and fighting skill was insurmountable and made all the difference.
Nappa, like Goku, knew how to do more with less, albeit not necessarily to the extremes Goku takes it. That his battle power is as low as it is despite his incredible performance is a testament to just how good a fighter Nappa was.

Like, random non-important characters would be replaced with Raditz in groucho glasses or something, who would zip away the moment someone was onto him.
But I guess they figured the Raditz running gag had run its course after the "worth X Raditz" jokes, and much like canon Raditz eventually no one cared.

Didn't Beerus say something to effect of Vegeta actually being the best fighter and having the best techniques but just plain not having enough raw power to beat him or say Goku?

My various fanfics.Seriously. That is a blatant inversion of their original dynamic, in which Vegeta is all about raw power but Goku does more with less.
Vegeta wastes huge sums of energy on GIGANTIC FLASHY MOVES. Goku is a martial artist, frequently controlling his ki and raising it in short bursts to maximize its longevity.
