Yeah there was a God previously and several things imply this is normal for other planets as well (Popo and Karin being part of a caste of attendants and other shit hinting that Heaven organizes this stuff for other planets).
There wouldn't be Dragon Balls because Shenron's set is the first the Earth ever had. Barring GT, which had the black star balls created first.
Filler mentions a God of Planet Vegeta but his story is completely wrong since it was about their God destroying the planet in a meteor storm due to his disgust at the Saiyan's evil.
Some have taken that to mean Freeza was their God, and just handwaving the other details as Kaio covering up the truth.

Because he can only push his energy upwards. The position doesn't allow for bending.
He never really had a chance to make it more effective, his story kind of ended after he did the attack. I mean he's still here fighting...but he's not doing much fighting it seems.

Like, Piccolo actually did use a two-handed Makankosappo during his fight with Nappa, which is how the attack is actually intended to be used; the only reason he had to fire it one-handed against Raditz is because he lost his arm. But you'll never see the two-handed version in a game because he didn't call it when he used it, so Video Game Piccolo fires it one-handed for lulz.

and it's always used one handed except for that instance with Nappa. If anything that time was the anomaly.
Always in filler, though.
It was never seen again in the manga after Nappa. Even Cell's usage of the move is filler.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.I'm okay with Trunks' Ultimate only going straight up. It's not just done to be literal, but for variety - Trunks has several unique combos for setting up his Ultimate. His grab also sets it up.
I've always thought the best way to handle the Makankosappo would be to separate one-hand and two-hand versions into super and ultimate versions. They'd do the same damage, but one-hand would take a really long time to charge - like the difference between Spirit Bomb and Super Spirit Bomb in Xenoverse (not sure if the damage is the same, but it's definitely close).
Or they could do like how the otherwise horrible Yu Yu Hakusho: Dark Tournament game does the spirit gun - just do the input, and you do a simple energy blast with not much damage. Charge it for a bit, and you do a more powerful attack. Charge it a lot, and you get an attack with super-level power.
But yeah, the flanderization of characters and their moves in the games - especially when it's situations that probably weren't meant that way exaggerated into being the characters' biggest-most-awesome-and-powerful-signature-move-evar - does get a bit eye-rolly (Nappa's finger thing, for example). Mostly because, like a lot of anime/manga fighting games, their first interest is recreating dramatic moments from the show.
I have a question about the game: how can they tell when an opponent has super armor or not? I can't tell at all.
