Well, Toriyama has said that he doesn't remember things well, and that Naho Ooishi (author of Dragon Ball SD and Episode of Bardock) knows more about the series than him.
Post Battle of Gods, he's also said:
admitting the new tidbits could be mistakes.
He can't really steal what he hasn't seen. It's just something anyone could logically do with fine enough ki control.
To give Cell the ability of metamorphosis? He did shed his skin like a Cicada when he grew to a certain age.
Also that depends on how you define a technique.

When watching the more recent DBZ stuff I do get the impression Toriyama isn't in the same mindset as he was back in the day, like he came back to the old project much later and decided the tone wasn't quite what he wanted to continue with, so he tweaked it a bit.
@The Cell motivation conversation that I totally missed:
Now that I think about it, "I want to be the strongest guy and/or fight the strongest guy, and I'm willing to kill as many innocent people as I decide are necessary along the way" is a pretty common but super flat shounen villain motivation, isn't it?
Some tack a "turns out I'm morally conflicted and want someone to kill me" onto it, but it turns out to be more or less the same.

Cell flat out planned to destroy the planet, then every other planet after he got the Instant Transmission. Before that, he's made from the cells of the most violent race out there, and has the cells of the two guys that brutally ruled the galaxy, and we know his personality is an amalgamation of his various parts. He's worse than Vegeta because he's Vegeta + Frieza + King Cold.

...why didn't he build Cell to be Perfect from the get go?
Also, how is it that anyone managed to begin to tire him out, when he had 2 infinite ki engines at that point?
