Because he's displayed no ill will towards them and the means for him increasing his strength is by killing people who have. The only reason Cell's been in conflict with the protagonists prior to attaining his Perfect Form is because he needs to consume easily revivable humans to get strong enough to defeat the Androids.

I think there's maybe a difference between killing someone by blowing them up and actually sucking out their soul. There may be a difference in revivability.
The only thing 18 did there was dodge.
And, frankly, some of Vegeta's shots just sorta missed. He does that.
