Hellzone Grenade, like the name implies, is a zoning technique. Where you can control traps and projectiles at will. In the heat of a battle, the opponent barely notices such things, so just gradually produce the balls (as in, make sure they stop, instead of reaching the horizon) and move them to the right places until there isn't much room for the opponent to run into. It can work even when the opponent is expecting it.
I like the idea of a Hellzone Kienzan, as it could take the form of a 2D Zelda room filled with moving spike/blade traps, where the user can change the pattern at will. The opponent needs to keep focus on dodging.

Well, Vegeta was goading Frieza into it the first time out of misplaced optimism, and the impression I got from the second and third transformations were that everyone was intimidated to go near him, given the fact that even mid-transformation, he could probably kill any one of them with a good, hard swat of his tail.
It's the uninterrupted transition to 100% Full Power that's the silliest.
Per foe, anyway. Like, if Piccolo had been strong enough to be even the slightest bit relevant against Majin Buu, he might have been able to hit Super Buu with it because the latter wasn't around to see him do it against 17.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Hellzone Grenade's a good attack. Piccolo telegraphed it when he started purposely missing 17. If you're just firing a bunch of blasts Vegeta-style, and your opponent is busy dodging, they won't realize those dodged blasts are still hanging around.
Using Hellzone Grenade should not be your objective when shooting the blasts, but it's a great back up plan.
"If you weren't so crazy I'd think you were insane."Piccolo didn't intend much of anything. The Androids sprung this battle on him. He volunteered, but that doesn't change the fact that these are not the circumstances under which he would have wanted to engage them.
If Piccolo could have things go the way he intended, he probably would have fought Cell first, destroyed him with his newfound power, and then worked out a plan for the Androids.

Budokai 1 has a what-if story mode involving Cell accidentally absorbing Krillin, becoming a scrawny Krillin-sized and weakened "Perfect Cell", easily defeating Yamcha (natch) and getting incinerated by a Tribeam.
And then he wakes up. Turns out it was a nightmare Cell was having whole standing in that one spot while waiting for the Cell Games to start.

Not sure, we didn't get the previous Butoden games (though the DS one had a reason since the 3DS was already on the way by the time that game came out), but Bamco has been on a roll with the localizations recently, so I'd say either around the same time it comes out in Japan (Summer 2015) or a few months afterwards.
Well they almost had Kirran in the second video, but then Murphy's Law went into full effect.

Problem with Hellzone Grenade is that its effectiveness depends on deception; your opponent thinks you're firing wildly and missing, only to end up in the center of the "Minefield" while they're busy dodging.
Thing is, sneak attacks only work one time.
For something like that to remain effective, it also needs improvements. Maybe make the shots home on the enemy from the beginning, or make it dense enough to be a cage with no holes, or something of that nature.
