But seriously, I can't imagine what that moment with Raditz must have been like for someone who followed it all the way through.
I still say the Galick Gun and Big Bang Attack were both far cooler technique usages than Final Flash, which accomplished nothing. I consider the effects of the attack to be more important to "coolness" than how brightly it glows or how much dirt it moves, and Final Flash was too little, too late. All the attack accomplished towards defeating Cell was establishing how completely outmatched Vegeta himself was which, in my opinion, is the exact opposite of what a "super cool technique" is supposed to do.
It's like Mr. Satan's dynamite punch. No matter how much he may build it up, it's hard to say it's the best move in the entire show when the entire point of the move is to show how worthless a fighter Mr. Satan is. Final Flash was Vegeta's crowning moment of impotency.
For comparison's sake, the first time Piccolo used the Makankosappo, it failed miserably. Had this been the last time we ever saw the move, it wouldn't have meant much to anybody at all; however, it came back in a triumphant fashion later in the fight, simultaneously killing not only Raditz but Goku as well, forever cementing its place as one of the more memorable moments in the franchise. Final Flash only fired off once, and it achieved nothing.

Goku had to push his Kaioken to 400% power in order to beat it and utterly wrecked his own body in the process. Goku's phyrric victory against the Galick Gun took everything he had, leaving him wholly unprepared when Vegeta came back even harder with the Oozaru form.
By contrast, Final Flash mildly inconvenienced Cell, who recovered from it in seconds and effortlessly humiliated Vegeta.

He was floating a fair ways above Cell but that's still not got enough of an angle to properly hit the Earth I don't think. Glancing blow maybe. It does seem like he angles it up a fair bit though.

I sort of can. Because in the end it happens... twice? Goku is left tailess or moonless for most of his life. Heck, all things considered, the whole Oozaru thing barely ever plays a part with most Saiyan characters. The only one who gets good mileage out of it (Movie not counting) is Vegeta. Gohan if you count falling on someone as "good mileage". Oozaru is one of those great ideas the show and manga never really exploited. And even Vegeta never recovers his tail after its cut, and Gohan's tail is basically a Deus Ex Machina.
Heck, Goten and Trunks never even get tails.

I didn't know how much my day needed to include watching Goten get gut-punched by Vegeta until now.
