That is really high on my list of most anticipated scenes.
It's how they brought 17 back after Cell blew him up. And himself. Then regenerated like a bastard. Which 17 couldn't do.
Goku wasn't brought back by that wish because the Earth dragon balls couldn't bring back someone back multiple times and going to Namek (again) would have been a bitch. Especially without instant transmission, which only Goku knew how to do.
They wished back everyone killed by Cell with the first wish and were going to use the second wish to go to Namek and use their Dragon Balls to revive Goku, but Goku butts in and is all "Yeah bad guys come to Earth because of me, going to stay dead because Gohan's powerful enough to fight bad guys. Bye now." and everyone accepted that.
Second wish was then used to remove the bomb from Android 18 at Krillin's request, since they couldn't turn the Androids human again.

It all started with a little forgotten thing called Yu Yu Hakusho Abridged. That was how I first heard about Lanipator. He was by far the best, most accurate abridged voice I had ever heard. He was a dead ringer for both Justin Cook and Christopher Sabat.
Sadly, nobody remembers the humble beginnings. Nobody remembers hbi2k's Gantz Abridged, which I loved to pieces.

I'm paraphrasing a bit. But basically, their inner workings were too complex and Shenron couldn't alter them to the extent of restoring them. And he wasn't about to get multiple Ph.D's on the fly just so Krillin could get his mack daddy on.
And by "stopped being relevant", you mean " was allowed to live a life of her own, marry someone she loved, and had a kid", right?
You know, at some point, Goku really should've taught Instant Transmission to someone. Like Piccolo, so he could go to his home planet, or Gohan, so he could truly be his successor, or Krillin, becase... that'd be a nice gift for your best friend, right?
I'm pretty sure he couldn't turn them human again for the same reason he couldn't kill Vegeta and Nappa – they were just too strong.

The only way they could have been is if Nappa was included under the umbrella of bringing back everyone Frieza and his henchmen killed, the wish that restored Porunga and made it possible to transport everyone off Namek.
However, we know for a fact that he was not included under that umbrella, because if he were, Yamcha and Tien would have also been revived by it. It also would have been impossible to make that wish afterward, because it would take one year for Shenron to become available again, which by definition puts their revivals outside the one-year maximum for mass resurrection; every person Nappa killed would have to be revived individually, which would take forever.
Just like that one Namekian Village that Vegeta wiped out instead of Frieza, Nappa's victims are still dead, and are never coming back.

I remember that Doujin! She turned into a Super Human or some bullshit. And Trunks lost all his strength somehow? It was stupid and lame. But Vegeta made a giant snowman, so that was cool.
Nobody remembers hbi2k's Gantz Abridged, which I loved to pieces.
Actually, he did Berserk abridged before that. And Escaflowne after it, which is my favorite of his three solo projects.
Lani started with Yu Yu Hakusho abridged, Masako and Vegeta did Naruto, and Gan did Avatar.
Lani, Masako, and Vegeta also did a couple of the DBZ movies together before starting TFS, specifically Dead Zone and World's Strongest. The TFS version of Dead Zone has a couple callbacks to the older version.
