Sincerity Mode here: After they fought, when did Vegeta ever surpass Goku again? Remember, he cried over the fact that Goku was constantly more powerful than him. Also, I feel you're blowing my attitude towards Vegeta far out of proportion, Saiga.
No, I don't think I am, because that's all you ever have to say on him and it comes up a lot.
In answer to your question: after Goku shows up on Namek, and Vegeta gets the senzu, he surpasses Goku there through Zenkai. Then at the beginning of the Android arc, when Vegeta shows up, Piccolo (and later Goku) admit he's surpassed Goku. Then there's the second Zenkai against Freeza and the Grade II stuff but he was already stronger than Goku at those points so I guess those don't count.
Goku surpassed him more often (arrival at Namek, arrival at Freeza, Cell Games) by one occasion. Maybe you could count Super Saiyan 3 surpassing Vegeta since he only showed that after Vegeta caught up to him, but he had that all along so it fits more with the examples of Vegeta getting further ahead after already being stronger.

Wasn't there a Hand Wave at some point that becoming a super saiyan stops you from getting zenkais? Not stated in the actual series, just something Toriyama eventually said to explain why they didn't keep getting much stronger after recovering from the beatings they took.

Master Roshi's Kamehameha was the only one in public knowledge, and it was considered a super-special technique that ONLY the great Master Roshi is capable of performing.
When the main characters enter the three Tenkaichi Budokais we see, they're all treated as insanely powerful, unprecedentedly gifted people who far exceed what anyone else on the planet is capable of.
As for Yamcha, the three times he entered the Tenkaichi Budokai, he suffered a humiliating, crushing defeat in the first round - first to Jackie Chun, then to Tien, and then again to Hero. The reason why he never went back is probably because he cut his losses due to not wanting to get his ass kicked anymore.
