What about the Makankoppotamus Special Beam Cannon?
I seem to recall Piccolo using a two-handed move that resembles it during the fight with Nappa and Vegeta, but when Cell imitates it, he's using the one-handed form Piccolo only used during the fight with Raditz.

Was just talking about the manga, where he doesn't ever use it.
Well, there IS a preview of how Cell's voice may be evolving: https://www.youtube.com/watch?v=QcnZ-ceZULw
Wait, seriously? That scene is The Reveal for Cell having everybody's techniques. How does the manga handle it?

My knowledge on the Cell Saga is incredibly shaky. I missed a lot of episodes and one entire chunk when watching the anime as a kid - I have absolutely no idea what happens between Cell absorbing Android 18 and Goku quitting the fight at the Cell Games, beyond things I've heard people talk about like Tien immobilizing Cell.
And I've never read the manga.
I'm very confident of my knowledge of Saiyan and Namek Sagas, fairly confident on Buu Saga, but Cell is where my knowledge falls apart.

Currently side-by-side liveblogging Digimon Adventure, sub vs dub. When Cell becomes Perfect, he curbstomps Vegeta (Vegeta also debuts the Final Flash during their fight) and takes on Trunks. Trunks was powerful enough to take him on, but revealed to be too slow to actually land a hit. Cell gets bored and makes up the Cell Games, giving any challengers roughly a week or so to train before he takes them on. From then on until the Games, it's basically filler.
/basically watched everything up to when 19 and Dr. Gero showed up.
After that, all I had of the show as a kid was a brief thing where Vegeta showed up Super Saiyan, Dr. Gero's hand was broken, and then my knowledge skips ahead to Cell killing a mundane army and Goku going to find the Dragonball to wish the mooks back to life. And then a few episode of the Buu saga were caught- Fat Buu flying around not understanding people, specifically, followed by an episode where the Goku/ Vegeta fuison kicks the crap out of some other Buu, then the last thing I saw was Vegeta screaming at the people of earth to contribute to the spirit bomb.
Oh, and then a year or so later I say an episode where the Great Saiya-man was a thing.
So that's all I really know that's not from reading talk.
At Goku, actually. To paraphrase:
Krillin: "Whoa. Even when he's asleep, he's a Super Saiyan! I bet he's so alert and battle-ready that if I threw this rock at him, he'd grab it or blast it out of the air without even opening his eyes."
*whoosh* *thunk*
Goku: "OW! WHAT THE HELL, KRILLIN?"
The rock gag originally happened in Dragon Ball to Master Roshi, but it was Chi Chi with her headblade, and I have no idea if it was filler then or not.
Someone, either Toriyama or someone involved in the anime, really liked that joke.

He did know he could regenerate limbs though, like the tail he lost against 16. Oh, and he was just screwing with Vegeta about the missing arm so that two.
Furthermore, every technique he mentions was one used during the Vegeta battle, which the spybots observed.
