And it's not just Freeza that's the mutant. The Ginyu Force was composed of mutants, I'd imagine that Cui, Dodoria, and Zarbon were mutants of their particular races as well because of their power (and the fact that they're the only ones of that race we see in Freeza's employ).

Trying to understand why Dr. Gero programmed the androids the way he did is an exercise in futility. None of his actions make any sense at all.
He built the androids to kill Goku, and kept working on that goal even two years after Goku's death, then he built Cell for no reason and implanted arbitrary requirements on him because reasons. In order to achieve his full potential, Cell had to hunt down and scavenge Android 17 and 18, because apparently just taking the insolent, rebellious androids apart and building the components Cell needs directly into him from the start is a silly idea. So instead of scrapping the two uncontrollable androids, he released them into the world for no real reason, because unlike in the main timeline, Goku had been dead for two years so it's not like he was under any pressure to accomplish his "kill Goku" objective; he could have just waited to finish Cell. He effectively committed Suicide by 17 for no reason at all.
And he released them many, many years ahead of when Cell would be finished, ensuring one of two things: either the two androids would accomplish their objective of killing the dead Goku or whatever alternate objective like destroying the world he might have intended for them, in which case there is no reason for Cell to exist at all, or they would fail and be destroyed, in which case it would be impossible for Cell to achieve his Perfect Form because the critical components he needs got stupidly killed by Dr. Gero's eagerness.
Dr. Gero was a crazy, senile old man with no rhyme or reason to why he did things. What it boils down to is that the Cell Saga was a very major case of Toriyama writing by the seat of his pants, throwing new villains and developments into the mix to placate a good friendHEY! of his who was just downright unpleasable about the villains.
