Trying to understand why Dr. Gero programmed the androids the way he did is an exercise in futility. None of his actions make any sense at all.

He built the androids to kill Goku, and kept working on that goal even two years after Goku's death, then he built Cell for no reason and implanted arbitrary requirements on him because reasons. In order to achieve his full potential, Cell had to hunt down and scavenge Android 17 and 18, because apparently just taking the insolent, rebellious androids apart and building the components Cell needs directly into him from the start is a silly idea. So instead of scrapping the two uncontrollable androids, he released them into the world for no real reason, because unlike in the main timeline, Goku had been dead for two years so it's not like he was under any pressure to accomplish his "kill Goku" objective; he could have just waited to finish Cell. He effectively committed Suicide by 17 for no reason at all.

And he released them many, many years ahead of when Cell would be finished, ensuring one of two things: either the two androids would accomplish their objective of killing the dead Goku or whatever alternate objective like destroying the world he might have intended for them, in which case there is no reason for Cell to exist at all, or they would fail and be destroyed, in which case it would be impossible for Cell to achieve his Perfect Form because the critical components he needs got stupidly killed by Dr. Gero's eagerness.

Dr. Gero was a crazy, senile old man with no rhyme or reason to why he did things. What it boils down to is that the Cell Saga was a very major case of Toriyama writing by the seat of his pants, throwing new villains and developments into the mix to placate a good friendHEY!  of his who was just downright unpleasable about the villains.

I mean, they won't need one until the Buu saga but still!

He's in the Cell Games.

[up][up][up] I think he also sorta wanted to bring back the Red Ribbon Army.

I mean, revenge on Goku was the main thing, but.

And killing all of Goku's friends and family was sort of a revenge by proxy, even if Goku was dead.

Besides, Gero knew about Dragonballs - he was a part of the Red Ribbon Army, of course. So even if Goku died, he'd still likely be brought back, and Gero would want the pleasure of killing him the second time.

His connection to the Red Ribbon Army consists entirely of painting their symbol on things he makes. He doesn't even fit their naming conventions.

EDIT: Or their objectives, for that matter.

Clearly he was trying to start his own Red Ribbon Robot Army.

There is a lack of ribbons on Cell.

It was going to be a reward for Cell reaching his perfect form, but Gero died before then.

What does his connection to them being tenuous have to do with it? He was still a part, and thus knew their goals, and thus knew the power of the Dragonballs.

Huh, could have sworn he was the announcer at the Cell Games.

The Cell Games weren't really a tournament per se.

Cell should have been the announcer.

16 is so damn entertaining. I was worried a bit about how he'd be distinct from 19.

17 loves him some eyeliner.

An announcer was there for the Cell Games. He arrived there with Hercule. Different guy though.

I love how frank Goku is with the announcer dude. They know each other well, in a way.

I have a message from another time...

I like him.

I also feel that the announcers from IGPX and The Legend Of Korra take after him a bit.

So, Frieza was a super powered mutant, right?

Wouldn't it have been interesting if the cast fought a super powered mutant human? Because I've been thinking about Chronicles and I think it'd been cool if they fought some suped-up telekinetic.

What the heck is Chronicles?

And it's not just Freeza that's the mutant. The Ginyu Force was composed of mutants, I'd imagine that Cui, Dodoria, and Zarbon were mutants of their particular races as well because of their power (and the fact that they're the only ones of that race we see in Freeza's employ).

I noticed that one of the mooks Trunks killed looked identical to Jeice actually.

At least, in the abridged version. Probably in the anime too. You only see him for a bit. Or her maybe.

Oh yeah, the anime uses a lot of palette swaps to replace manga mooks that weren't seen clearly enough.
