Fun fact: even though Vegeta doesn't use scouters anymore, he keeps using the term "battle power" (same thing as power level, just translated differently). He even uses the phrase "battle power number" at one point to refer to Fat Buu's (initial) strength, so apparently he keeps measuring things in numbers. Somehow.

He could still compare powers and know who is stronger than who, he just couldn't use ki sensing to help track movements. Otherwise, what would even be the point of these lines? Or the majority of the stuff Goku and Popo say? AT just trying to fuck with us?

They do seem to make up new rules here and there, like suddenly introducing a second fusion mechanic, Vegito being magically immune to the Chocolate Beam's insapience effect, Saiyans' tails being rather inconsistent in whether they grow back or not, changes to the rules of the wishes, ect.
You cannot firmly grasp the true form of Squidward's technique!What would be the point of Popo saying strength isn't everything / isn't enough if in fact it's strength that Goku lacks? Even though Goku can lack both strength and technique, Popo implies that it's not power it lacks.
There are a few instances were multiple lines and statements seem to carry different meanings about the same thing.
Although I agree with you on this specific issue, the problem is that you have a habit of stating those opinions of yours authoritatively and strongly, and then arguing every one else around into submission. And then those of us aren't as familiar with the series end up thinking it's actually stated canon rather than just your opinion.
Because strength is just one thing he lacks, and if he had these other things, then even with inferior strength he wouldn't be getting stomped anywhere near this badly.
No. Popo says Goku has a lot of power he doesn't properly use. This is true. He also says that he's weak and disappointing. This is also true.
No need to try to come up with another theory. Popo having more strength is stated quite clearly and inarguably right there in the manga, and never contradicted.

Well, I did say that I just didn't personally believe that to be the case, not that it's canon fact. And for me I'm not trying to prove my interpretation is correct but that there's more than one way of looking at it.

Being weak and having a lot of power are two incredibly contradictory things if you think they're both talking about the same strength.

And what's more, a lot of the most useable Popo scenes are anime-only.
