I love how the Tenkaichi games did it. Sometimes it does real damage with the delayed effect, sometimes it does... 1 damage. When all other ultimates do more than 15,000.
"Dynamic Mess Em Up Punch" is the name from the Tenkaichi series, and isn't used in the manga or anime. He actually gives two names, because he's making it up and forgets what he says the first time around.
I don't think that he does. All the techniques he does use/mention at first are all ones from the battle with Nappa and Vegeta - which is where the bugs began collecting DNA and monitoring the fights. And yet he seems to be completely unaware of Namekian regeneration (and his own ability to do so) until Piccolo does it in front of him, which was only used earlier against Goku and Raditz. So he might only know what the bugs observed. Also, Kuririn remarks that it's not surprising for Cell to use the Solar Flare because it's easy to copy (and Goku and Kuririn did it just by knowing about the technique). The same goes for the Kamehameha, which Kuririn Goku and Tenshinhan all copied instantly.
However, in his Perfect form he starts using Freeza's Death Beam (even in the manga, where it could have been a generic finger beam, Kuririn comments that it's Freeza's move). Since Cell comes from a timeline where Goku fought Freeza on Earth instead of Trunks, Freeza might have used the Death Beam in that battle, but who knows.
Basically there's no concrete proof either way.
He already has the aura of one. Granted, in the manga, so does Piccolo after his fusion with God, however Cell has a few more similarities than that. He can bulk up like Super Saiyan Grade III, and his aura changes appropriately. When he powers up against Gohan, his aura resembles Super Saiyan Grade II and while fighting Goku, his aura matches Goku's Super Saiyan Full Power aura. And then when Cell, in his own words "power[s] up like Son Gohan" he gains the lightning in his aura Gohan does as a Super Saiyan 2. So I would say that Cell is a Super Saiyan as well, being a biological mashup might not stop him if at least half-breeds can transform.
Anyway, for Oozaru, their is a gland in the tail that sets of the transformation. He'd need to have that gland in his tail (well, I guess he could have it anywhere because freaky DNA splicing stuff) to transform, which is completely unknown.

The first minute of that song is all kinds of badass. Best part of the film, I know I'm not the only one who thought so. Seriously, thank you for sharing, I was too lazy to go and find it myself. :p
They better include the first minute of that song in Battle of Z and the jukeboxes for all future games.

I believe they wanted to keep the wish just in case of emergencies. In anycase, I'd say that Goku would refuse such a wish upon him anyway. Same with Vegeta outside of immortality. Saiyan pride and such.

... Huh. The manga over here had it like 6 words long and I swear "Beachful" was in there. And english isn't even the primary language in these parts.
