Hearing those vocals, I feel spoiled by the Team Four star group.
I've discovered what the weakest attack in Dragon Ball Z is.
It's the Kamehameha wave.

It doesn't mean it "didn't work" either, Vegeta was only beaten because of the Spirit Bomb even if that wasn't the last blow he was hit with. Both Freeza and Vegeta took more damage from the Spirit Bomb than anything else. Hell, half the power was gone when he used from Vegeta and there wasn't a great deal on life when Goku used it against Freeza.
Cell and Boo were defeated by the Kamehameha and Spirit Bomb respectively, and beating one strong person is better than defeated a bunch of Saibaimen or whatever.
Weakest (non-generic) ki attack would probably be the Spirit Ball. Even a surprise hit from it only gave Shen a bloody lip.

I don't know. I'd say Vegeta and Frieza were more beaten by Gohan's Oozaru and Goku's Super Saiyan respectively than anything.
Hell, Frieza doesn't even do the 100% thing until after Super Saiyan happens. He doesn't even try to blow up the planet until after Super Saiyan happens. He doesn't get bitchsmacked until after Super Saiyan happens.
The Spirit Bomb sucked against Frieza.

Maybe if not for the Dynamic Mess Em Up Punch then Cell would never have been defeated. It was used beforehand, and therefore caused it.

I wouldn't say Super Saiyan 4 is more over-the-top than 3. All it gets is some body fur and eye markings, really. 3 has the big forehead and the body-sized mass of hair.
