Saiga brought up an interesting point about Android 16, exactly what was supposed to be wrong with his programming? he still intended to kill Goku so what else could it be. The only thing I can think of would be his nature-loving heart drive, but even then, so long as he killed Goku, would Gero really care about that?
16 would kill Goku, but would otherwise have no reason to listen to Gero in any sort of "taking over the world" nonsense he might have pulled even if 17 & 18 hadn't offed him.
He might have actually tried to rise against his master to preserve the planet.

"questionable" canonicity of GT (where he, IRC, either wanted to destroy Earth or replace it with his own cyborgs/androids) out of the equation, he was a part of the Red Ribbon Army, so presumably after Goku & Pals were dead, he'd have gone back at that again. Only he'd be the one in charge of the New World Order.

FC:0259-0435-4987Gero created one robot and two cyborgs stronger than Freeza: 16, 17, and 18. 100% Freeza would in all likelihood mop the floor with 19 and 20 (they're definitely above any of his lower forms, though), while 13, 14, and 15 don't exist outside of a movie, and Cell isn't an android or a cyborg.
No one ever was able to oppose Freeza because he'd destroy potential threats before they'd become actual threats. He was in the process of doing that on Earth actually, though unintentionally and we saw him do it with the saiyans.
Also, Freeza was never the strongest in the universe. For the past 5 million years, that position has belonged to either Kaioshin or Dabra (depends on when Dabra entered this universe). Freeza was just the most well known. Saying that only a legend is on his level is also not accurate, as his father King Cold was weaker than him yet in his general tier, while Cooler (you're counting movie characters anyway, so why not count him?) is strong enough to tear his little brother in half.
So Freeza would just be the second strongest mortal from this section of the universe for a few decades.That's assuming he was still stronger than King Cold all that time, though, rather than starting off weaker and then surpassing him some time before Namek...
BOG is stupid, but: the reason it gives for that is that the saiyans must be pure hearted and righteous. Always Chaotic Evil race = no righteous saiyans for the ritual.
Ironically and hilariously, the original "legend" is actually a total weakling who Freeza could effortlessly mop the floor with.

Gero discovered infinite energy, something no other scientist has done. And it's his infinite energy models that were stronger than Freeza.
Honestly, the question is more about how Freeza got that powerful than how anything got stronger than him. Strongest in the mortal universe, literally one thousand times more powerful than his strongest henchman (who is already waaay above the rest of the universe) no reason given. Just because.

It wasn't the No-Holds-Barred Beatdown that the Frieza fight was, but Vegeta didn't exactly come out looking like sunshine here either. But yeah, 18 was essentially toying with him until Trunks and the others finally got involved.
