But I'm sort of confused. Why exactly do they need more Dragon Balls? It's not like they ever run out of wishes.
Which movies are you talking about? Because I can't think of one that doesn't treat them like shit.
Edit: Well, depending on who you consider the supporting cast I guess. That always makes me think the humans though, who either don't appear or job even harder than they do in the main series when they do. Piccolo gets some kills in the earlier movies, but he starts jobbing around the 3rd and stops getting kills after the 5th (excluding the nameless robots) to stop appearing after the 9th. The non-main Saiyans don't get their own opponents except in movie 7 and Trunks killing the weakest enemy in movie 9.

The Farmer has a power level of 5. Assuming that's the average, multiply that by the population for a rough estimate. World population during the 80's was about 4.4 billion and 90's was 5.2 billion, 6 billion during 2000-2010. So, ignoring Kuririn et al and the Androids, somewhere between 20 - 30 billion would be right.
So the human fighters and Androids wouldn't come close to making up the majority. How it compares to the Saiyans is hard to say unless you really want to get deep in the theory crafting, but if you're curious about some numbers without context, I placed Super Saiyan 3 Goku at 32 billion, Gotenks at 72 billion, and Gohan at 100 billion.
These placements are all pretty average for those who don't use two things that bloat the figures: the idea that base Saiyans are stronger than Freeza (making Goku more than 48 billion as a Super Saiyan 3) and the idea that Super Saiyan Gotenks is stronger than Boo and SS3 Goku. The former is the less popular stance, but the latter is more popular. So you can consider my scaling on the lower side for reflecting neither belief.
Yeah, I know, but I couldn't find any population data for Dragon World Universe, so 80's to 90's population is the best I could do for an estimate. I would have assumed that it'd reflect the real world unless otherwise noted (after all, it's the same size as our Earth and with the same distance the moon as our Earth) but you make a very good point about why the population probably isn't as high.
Still, I think anything over 60 million humans is going to make the regular humans the majority in terms of total power. And I don't think the population would be that small.
Oh, and the other sapient species do complicate it a bit. But officially, they're part of the same species humans are - Earthling. There are just "Human-type" Earthlings, "Monster-type" Earthlings, and "Animal-type" Earthlings.

That can't happen. If someone's creating a new set of balls then there probably isn't a dragon on that planet anymore.
