She was a teenage girl out on her own in the big, scary world full of rapists and monsters, who suddenly ran across a terrifying HULK child that can survive being hit at full-speed by a motorcycle, who was now behaving aggressively towards her. She PANICKED'.

Re: Cybandroids. If I recall: 17, 18, and Gero were all effectively cyborgs, being created from humans as a base. Whereas 8, 16, 20, and probably the rest of 1-15, were androids.
...wait a sec. I might be wrong about Gero. Did the original Red Ribbon arc make mention of who made Eighter?
I have a message from another time...In the anime, we actually meet the doctor who created Android 8, and he is very decisively not Dr. Gero. Of course, this is only true in the anime. I believe there's also a mention of Dr. Gero destroying his first androids, though, which further distances him from the only possible connection to the Red Ribbon Army he could actually have, that of being Android 8's creator.

Ok, so it is not Gero in the Anime's canon, but it still shows that the red ribbon army has a tendency to hire mad scientists. The only other thing we know about the army is that it is... and army, so if there is one mad scientist, there could be two or three or 50. I imagine most gave up on the army after it was stopped by a child, but Gero was more fanatical than most.
