That's also a good point. I really gotta remember that he probably didn't think it through that far.
The Red Ribbon being so strong because the world nation never needed an army (due to being an entire world nation) makes sense....
....except the real reason they're that strong is because that way it's more impressive when Goku completely destroys them on his own.

It came before since that was still part of Baba's tourney.
Goku trashed the Red Ribbon Army, but Pilaf had the last Dragon Ball and it was being secured in a way that shielded it from the Dragon Radar. Goku and his friends went to Baba's place and competed in Baba's tournament in order to use Baba's magic insight to find out where the final Dragon Ball was. From there, Goku confronted Pilaf and rocked out with his cock out.

Also: man, I remember when I was a kid, watching Dragon Ball Z on Toonami. I kept seeing promotional materials of Goku with blond hair and I was like, "Okay, but why is he blond? Is this an error? Did they not know he has black hair? GOKU DOESN'T LOOK LIKE THIS."
I eventually found out that this is what Goku looks like as a Super Saiyan and I was like, "Okay but what the fuck's a Super Saiyan?! Goku becomes a Super Saiyan?!" And then I was just waiting for that moment.
Goku's training with Kaio and he's going to become the Super Saiyan to beat the Saiyans!
Vegeta turned into the Oozaru but Goku's going to become the Super Saiyan to overpower him!
Goku's training in space and he's going to show up on Namek as the Super Saiyan and it'll be wicked!
Etc. etc. Every time Goku started training or got pushed, I was like, "THIS time. This is going to be when he becomes the Super Saiyan."
I had a similar experience waiting for Goku to achieve Super Saiyan 4. I was genuinely really surprised when Z ended and Goku never became Super Saiyan 4. I was like, "Did. Did marketers just make up Super Saiyan 4?"
And then GT arrived and it was "THIS time is when he becomes Super Saiyan 4" all over again.

I've always thought that was weird. Humans, Saiyans, Namekians, Freeza, etc are referred to as "races", when they're not even in the same species. Humans are apes and Saiyans are monkeys, they're not even in the same genetic family. Meanwhile, Namekians seem to be some sort of vertebrate gastropod, which is completely different. And Freeza... I think is some sort of lizard.
Same goes for most high-fantasy settings. No, humans, dwarves, orcs, and elves are not different "races" of the same species. It would be sort of neat if they were, but that's clearly not the intention there, they're clearly different species.

Apes are monkeys, there are plenty of tailless non-ape monkeys as well. Genetic family is a construct that is used in pop culture trying to sound technical, but lacks any meaning. And, in fact, an alien that looks like a monkey WOULDN'T be a monkey biologically. A tree would be closer evolutively to a monkey than a monkeylike alien.
Race is used as "species" in pretty much every setting that includes multiple sapient creatures. I guess it is granfathered by Dn D or something like that.

Important note: Kaiser, Lani, and Kirran admit that they were a bit hasty in disallowing Fusion and that although the Dance is a technique, Potara should have counted as a transformation.
It's too late to do anything about it now, but if they had considered that when putting the list together, Potara would have been up there. Probably #2, like Fusion on the Techniques list.
So, in essence, Potara has been officially stated to be Transformation #1.5 on the Top Twelve list.
