DBS Broly has Super Saiyan 1. He went SS1 in response to his dad dying, and it wasn't until he was fighting Gogeta in that mirror dimension that he went LSS.

I commend them from giving his normal Super Saiyan form more significance tho, because he really didn't need the second transformation, as iconic as it is.

It's not just a celebration of what it is to be a Saiyan. It's also a celebration of Goku's roots. Out of every transformation Goku ever acquired in any media, Super Saiyan 4 is the one that most looks like a super form that Sun Wukong, the Monkey King, would take on. The design is killer and harkens back to what Goku has, all this time, been an adaptation of.

I mean, it kinda makes sense: why bother with some fancy technique when just punching harder gets you the same results. I think Toriyama is just more of a Boring, but Practical type dude. His philosophy is keeping things as simple as possible, and he applies that to everything.

Though if you look at the comments, Kaiser has one clarifying that the Manga does call UI a technique which by all accounts invalidates UI as a contender but then who really cares, it's freaking transformation.
Think it this way, if it is a technique, then why is UI Goku his own character in Fighterz? Why don't we have a Kaioken Goku huh?

Its just how Dragon Ball's power level system works; its extremely linear and rigid and doesn't really allow for variations, because each power up is better than the last, so there's no reason to use the lower forms.
Its why Super's use of the other Super Saiyan forms feels so weird, because Blue is straight up just a better version of them. They tried to alleviate that by saying Blue has "stamina" issues, but the Anime straight up said "Fuck that" which makes the other Super form sues even more nebulous.
