The issue of having Cell in a battle of attrition is that the combo of Freeza/Saiyan/Namekian is daunting. He will survive anything short of complete annihilation, he can regenerate from pretty much anything, and highly damaging attacks will make him stronger as he regenerates. He gets tired, true, but he HAS to be killed quickly.
Now I'm just remembering that first Dragonball opening where the color scheme was all off, and the Oozaru was purple (I guess it's supposed to be grey there but still...).

I assure you, I'm perfectly trustable personSurprised Perfect Cell is above Final Form Frieza. But I understand the reasoning that Full Power Frieza hurts what made the form work and that it doesn't have the same kind of narrative buildup Cell's quest to get perfect did.
Golden Frieza not being on the list makes sense. While the Tournament of Power did a whole lot to rehabilitate the form and make it look impressive again, it's undeniable its first impression was an underwhelming one.

BTW, because Lani brought it up and it is an impressive sequence, here's the clip of Freeza turning Golden for the first time in the Super anime:
Golden Frieza is also literally just a palette swap of Frieza, so it has that same problem as Super Saiyan Blue being a palette swap of Super Saiyan 1. Aesthetically, Golden Frieza isn't very impressive; especially when it has to share franchise space with the much more visually distinctive Final Form Cooler.
It makes sense for Perfect Cell to beat Final Form Frieza because Cell's transformations had a lot of narrative weight to them. Cell made transforming an actual part of the story much moreso than any other character, even the Saiyans. Unlocking a Super Saiyan form is often a key moment in a character's development, but Cell achieving Perfection was literally a quest, with clearly marked objectives he had to complete while the protagonists race to stop him from achieving them and transforming.
Cell's transformations became the actual plot of the story for a chunk of his arc, something that even Majin Buu can't really claim as his absorptions were spur of the moment reactions to increasingly powerful adversaries. I don't expect it to beat out Super Saiyan 1, but I'll be surprised if Perfect Cell doesn't make Top Three.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Golden Freeza has a different facial structure, differently shaped crystals (incluiding losing the shoulder ones), is slighty taller and bulkier, has pants...
It is pretty much Freeza going Super Saiyan in terms of design.
Cooler meanwhile disregards the "less is more" approach.

I'm okay with Cell beating Freeza. And obviously SSJ1 is gonna be #1. But I find the idea of placing anything else is the top three to be a strange one. Maybe knock him down to #4 because 100% power isn't as good, but I don't see how that can bring him all the way down to #6.

There's a reason I said Modern Dragon Ball, and not "Z". When I say modern, I mean pretty much everything from Battle of Gods onward.
@Pushover: The significance of the form is from the original Broly though. He's progenitor of the form, and its initial debut was in the OG era Dragon Ball. Its not a Modern form at all even if its been reinterpreted as such.
