Of note: they probably aren't going to lump Frieza's and Cell's forms together like they did with Buu's absorptions. They noted that Buu's absorptions were a bit rule-bendy of a pick specifically because they work very differently from other transformations. It's called out in the video itself as an exception to the rules.
I expect we'll see Final Form Frieza and Perfect Cell specifically on the list.

And probably Kaiser as well, him being the sort of furry the form is baiting.
In another situation I might agree with you, but Super Saiyan 4, while you could argue the aesthetics, makes a fair amount of sense as to why it makes the user go all Monkey mode. Saiyan's have turned into giant death monkeys since literally Dragon Ball (before Saiyan's were a thing even!), and Super Saiyan 4 is basically just deciding that the ultimate form of a Saiyan is to be a Super Saiyan death monkey, hold the giant. Certainly makes more sense than SSJ 3 feeding your eyebrows and likely the rest of your hair to your head.

I'm still mad he got rid of the tail though, even though why it happened makes sense in universe (Paragus was afraid he'd get rekt if his already uncontrollable son transformed into an even more uncontrollable giant monkey), because....well, I love the tails, and I miss them.

I mean, we ARE monkeys, so our ancestors are monkeys; monkeys in the strict sense start at the most recent common ancestor of capuchins and guenons, and functionally everything closer to those than to tarsiers is a monkey as well.
Not a descendant of any modern monkey in any case, they have been evolving for the same time as we have, and are an equally valid part of the radiation.
In any case, "humans have evolved from monkeys" being BS IS the persistent piece of misunderstood evolution. We are bonafide apes, which are bonafide monkeys, which are bonafide primates.
Stem hominoids (if Proconsul is one) seem to be akin to tailless monkeys rather than tailed apes, but, tail loss is very common in primates anyway (hell, the type monkey to science and the first one known in Europe, the Barbary macaque, lacks a tail).
But yeah, apes are monkeys, birds are reptiles, snakes are lizards, whales are ungulates, and single-character dichotomies tend to ignore ancestral vs derived characters.
Anyway, Freeza's transformations, Zarbon nonwithstanding, establish the whole "transforming villain" deal, but aren't really as central to the narrative as Cell's. Freeza starts as a huge alligator in a tiny pond, and it turns out he was still stronger and nobody outside of Goku going Super Saiyan after becoming 375 times stronger than he was the previous month had a chance.
Cell's transformations felt like turning points; not "just kidding I'm still stronger", but rather as subversions of what was on the way of a victory.
Still hoping to see both in the middle of super saiyans, weresaiyans and silver haired hax.
I feel like the difference in tone between Freezer's transformations and Cells is that Freeza can transform whenever he wants- he was never LOSING, per se, because he could have always just gone up to the next level. Meanwhile, Cell genuinely was getting his ass kicked by Vegeta until he got from semi-perfect to perfect.

I'm guessing SS 4 is the next one, can't see it being any higher.
