It's easy to forget, but Jiren is canonically a fighting genius, the same way that Goku is. He doesn't use it often because he doesn't care to adapt to most abilities when he can usually just overpower it.

Gee, I wonder why that could be.

That's what the whole Videl Torture Porn sequence was about; Spopovich using his Babidi-given power to gratuitously brutalize Videl long after the match's outcome had been settled was about hurting Mr. Satan. Spopovich was following a time-honored tradition of hack villains: inflicting violence upon a woman because he's mad at an important man in her life.
So, a little from column A and a little from column B. Mr. Satan had personally fought and defeated Spopovich, so he had a fair estimate of how strong Spopovich was supposed to be. And he believed that his daughter was tough enough to wreck Spopovich's shit.

Satan thought Spopovich was a chump and Videl was down to fight (given she, y'know, entered the tournament willingly) so he was like "what could go wrong". Goku just kinda didn't realize his son wasn't as into fighting as he was, and knew he himself was incapable of beating Cell, meaning while he knew Gohan was strong enough he also knew Cell was an actual threat and didn't really get Gohan's consent on the whole thing.

He heard the Spopovich was fighting Videl and just thought she could handle him, which he was totally right about.
No one knew he was contextually immortal.

It took him gaining Supernatural powers to prove him wrong.
We rarely see it, but Mr. Satan, as far as non Ki using Martial Artists go, is probably pretty on the ball in his judgements.
