I assume there has to be a way to move between afterlives, because the Kais can move between afterlives, and I'm not entirely sure that the afterlives themselves aren't just places souls go on the physical plane.
Goku did Instant Transmission into the Otherworld with Cell, after all, so he has to be able to aim at said Otherworld, meaning it's just as physical as regular Earth.
That residual self-image thing would work as an explanation.
One plot point that Toei glosses over is that only people who receive special dispensation get to keep their bodies when they die. Neither Frieza nor Gero should have bodies at all. Their breakout of Hell should consist of little harmless wispy aggressively wafting in people's vicinity.
Resurrection of F gave us our first canon look into Hell and introduced the idea that a dead person has at least some sort of visible identifier based on what they looked like, though Cocoon Frieza still isn't the same thing as Frieza keeping his actual body and his immense battle power in the afterlife.
But since the basis of Fusion Reborn's Hell Breakout depends on ignoring that point and letting the escapees have bodies, the idea that their power is contained in some sort of spirit body based on how they perceived themselves in life is probably the most effective compromise.
To whit,
- Vegeta: Idiot, you don't keep your clothes when you die.
- Goku: I did. Even had my weighted training clothes on. And I didn't even die in those.
While the canon is that God restored Goku's body and patched him up (thus explaining why he has a fresh change of clothes to go with it), Toei's interpretation seems to be that anyone who dies just shows up to the afterlife in the form they're most comfortable with. Thus we have true-form Frieza, cyborg Gero, Perfect Cell, etc.

Also, as to why they're there, King Kai brought them for training and it's freaking Toei filler, did you actually expect it to make sense?
