The reason people want Light Grenade to be Piccolo's ultimate attack is for accuracy. It clearly IS his most powerful attack, judging from 17's shock at seeing the blast he produced - after 17 previously no-selled the Hellzone Grenade with his shield.
It does nothing to Cell, because Cell has become just too powerful by that point.
I don't see what's so terrible about it, I think it's visually pretty cool for it's sheer scale which is honestly the main thing for video game inclusion.
I'd also like to see the Final Shine be an ultimate attack. Usually it's relegated to SS4 Vegeta as a separate character, so it works that he has a unique attack for his ultimate.
When the Tenkaichi series gave separate movesets to each form, I thought it would be good to give Final Shine as the Ultimate for Super Saiyan 2 Vegeta who otherwise had nothing unique.
But that's Majin Veggie's thing, who was a separate character from the one that could just transform into SSJ 2.

Like seriously, Teen Gohan plays the same in base form as he does in SS form and Adult Gohan barely changes moves when he transforms.
I can justify it though since certain forma didn't get any fights.

But it does fit Toriyama's very simplistic style when it comes to combat: no need for anything more fancy if you have the basics down to an art form.

In DB terms, that would mean having a higher Power Level.
Of course, as Frieza showed us, even all the training in the world won't help if the other guy has a big enough number. Goku was probably much better trained than Frieza when they fought on Namek, and none of it meant a thing until the monk exploded.

For this year's Dragon Ball Let's Play, TFS found themselves in a rough spot. They could either play Dragon Ball: Battle of Z or play shitty Dragon Ball-themed flash games on Newgrounds.
I've played Battle of Z. They chose correctly.
My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.So, the most iconic usages of each of them would be...
- Tri-Beam- Tien spamming the shit out of them to try to stop Cell.
- Time Skip- Honestly, it could be any time for Hit there.
- Special Beam Cannon- Piccolo using it to kill Goku and Raditz.
- Dragon Fist- Either the first time (where he uses it on Hirudegarn) or the second time (where he uses it on Super 17).
- Hellzone Grenade- Literally just the one time against 17.
- Instant Transmission- I think the best use of it by itself is when Goku sacrifices himself by using it on the exploding Cell to warp to King Kai's planet.
- Final Flash- Literally just the one time against Cell.
- Destructo Disk- The one time where it actually works, against Frieza.
- Kaioken- The first part of the Vegeta fight.
- Spirit Bomb- The one time in canon where it actually works, against Buu.
- Fusion- For the sake of succinctness, Gogeta's 'fight' against Janemba. His fight against Broly works just as well.
- Kamehameha- The beam struggle between Goku and Vegeta, of course.
