I assure you, I'm perfectly trustable personI remember hearing back in the day that the Solar Flare doesn't work if used repeatedly. I doubt this is canon and assume it's a fanwank to explain "why didn't they just use this cheap, easy, and effective move repeatedly?"

I never "doesn't work if used repeatedly" thing, but it is kinda true. Not because it is a special property of the move and more because it is a simple trick with simple counter moves. The reason people say that is likely thanks to Goku vs Tenshinhan first fight where Goku stole Kame's sunglasses to protect his eyes. But even without those, one could imagine that simply closing your eyes in the right moment or looking away would be enough. It is a move that is predicated in taking the opponent by surprise.
As for Dragon Ball moves, well, they did just list Kikoho. I am expecting Taioken to make the cut as well. Also Bukujutsu, if they count that. If we are talking about moves that only appeared in the early days, I am kinda hopping for the Zanzoken (after image). It pretty much stopped being at thing after the second tournament, but it was a damn iconic move back then. It was the move that signalized a good martial artist in the early days.
I kinda wonder if any of Yamcha's signatures will make the cut. The Rogafufuken and Sokidan are weird because they are cool and iconic and appear in basically every adaptation that gives Yamcha a role. But they also never accomplished anything (I mean, I guess Rogafufuken did defeat hungry Goku). And stopped being used in the manga proper very early (I think filler still tried to keep them alive a bit more). Personally, I rather like Sokidan, but I sure as hell wouldn't list it above Kikoho, and it is possible I could think of 12 better techniques, so I think it would make sense to cut it out.
PS:Wait, why would "we" be expecting the Devilmite Beam? That is the Akuman move, right? In the Uranai Baba challenge? It is kind of a cool move but it is a single appearance move by a one note character. I would probably list in a "top X obscure DB moves", but not in a general list.

- Cell's regeneration

- 18 and 17's energy barrier
Your game breakers:
- (Super) Buu's absorption
- Majin Buu's candy beam
- Dabura's petrifying spit
- Devilmite Beam
Huh, that's actually 12.
There's a couple other abilities that are great in theory but have a drawback in practice, or are not powerful enough for Rocket-Tag Gameplay:
- Chaotzu's Telekinesis/Paralysis
- Guldo's ZA WARUDO
- Captain Ginyu's Body Swap
- Yamcha's Spirit Ball
And some that are honestly great, but just not "iconic" enough for me:
- Human Extinction Attack
- Hakai
- God Bind
And I don't know that I could count 19 and Gero's Energy Absorption as a technique instead of a device.

They actually brought it back in Super, Goku used the after-image against Caulifla to flex his experience and martial arts knowledge on her.
Holy shit, we finally have an explanation for Gohan's stupid glasses. Frequent repeated exposure to the Taiyoken has caused permanent retinal damage.

Worth noting that in Super Kuririn developed a stronger version of the Tayoken that worked even if you closed or otherwise covered your eyes.
The problem is it also makes the Tayoken less practical, because you need to charge the damn thing, leaving you open.
Oh, and the best additions of Super to the canon are Toppo and Goku Black.
