Deadzone Abridged's joke is about Kriller pitching that movie as a script.
That being the framing device (kinda) due to the inconsistencies in the movie from canon.

Dragon Shortz uses no copyrighted footage, only the characters. Given that the IP-holder is in Japan, I believe this is covered by whatever Japanese laws make doujinshi legal.

If I am not mistaken, doujin are not, actually, legal. It is just that no one wants to enforce it. It is so entrenched that publishers would look bad if they went after doujins (specially since Japan is not as litigious as the USA in general) and they clearly aren't doing much harm, if at all, so they tend to be allowed. Many artists nowadays start as doujin artist as well, so within the industry there is plenty good will towards the gray industry.
Yeah there are no specific laws regarding doujinshi, and those based off another work are mostly considered parody. Even Prime Minister Shinzo Abe
said they should be considered parody, due to competing in different markets and the fact that they barely make any money anyway. The doujinshi scene is huge, but that's because there's a large number of producers - it's an absolutely flooded market.
Although there have been more successful doujinshi groups/artists, but those tend to get hired to do official work and leave doujinshi behind.
It'd be interesting to see what the response would be if one group got large enough to actually make noticeable sales (if not profit) and chose to stay within the scene.
It’s sort of like the video game modding community in that respect. Sometimes it’s okay, sometimes it’s not, but nobody really cares except in extreme circumstances and the most dedicated and prolific creators often go on to work in the actual industry

I assume two spots will hold the Kamehameha and the Taiyoken / Solar Flare myself.
