Although most What ifs tend to end with And then Raditz/Vegeta/Frieza/whoever shows up and kills everyone.
There are a lot of potential scenarios, but most of them end with someone from later down the line blowing into town and basically flipping the entire table due to their sheer power.
One Strip! One Strip!The big ones are the Androids. Whatever else happens in your What If, if Goku defeated the Red Ribbon Army before the point of divergence, the Androids are going to happen. And that's a pretty wide span of time.
The others are more complicated. Assuming Goku exists, Raditz is always going to come to Earth looking for him. But Raditz didn't actually have any intention of staying or wiping out the planet. He came to grab Goku and leave; he has more pressing business elsewhere with a high-value planet that they wanted an extra Saiyan hand in conquering.
Vegeta and Nappa only came to Earth because they heard through Raditz's scouter that the Dragon Balls exist. Frieza only went to Namek because he found out about the Dragon Balls through the battle with Vegeta. And he only went to Earth because of the battle on Namek. So if your What If precludes them from hearing about the Dragon Balls then Nappa, Vegeta, and Frieza remain a Greater-Scope Villain somewhere out there.
Babidi's always going to come to Earth to resurrect Majin Buu. But without the Super Saiyans to drain energy from, that isn't happening. So it's honestly hard to say what Babidi and Dabura would do next.
With the exception of Piccolo and the Androids, none of the post-RRA villains really cared about menacing the planet Earth, specifically. They were here either for Goku, the Dragon Balls, or the Super Saiyans, and Earth just happened to be where those things are.

Babidi would likely win that one, as he has the tools to essentially make Frieza his slave instantly (cause if there's anyone who'd fall under his thrall due to the evil in his heart, it's Frieza).
Plus Frieza more than likely lacks the willpower to resist like Vegeta did....if it is willpower. It's not totally clear if Vegeta is just that stubborn, or if his power level let him do it.
Also, even if Goku isn't around to bring Raditz or anyone from the planet trade to earth, there's still the potential matter of someone hiring them because they think Earth would make a nice summer home as long as you clear out those pests (that is humans).
So they are still very much on the table.
One Strip! One Strip!Can't. Dragons can't grant wishes that affect a person more powerful than them without their consent.
Unless Guru can beat Frieza in a punch-up fight, Porunga can't grant any kind of "Kill Frieza" or "Teleport Frieza" or "Turn Frieza into a puppy" wish.

Most physical travel to and from the afterlife is done via teleportation, either through Goku's Shunkan Ido or Kaioshin's Kai Kai. But in the Saiyan arc, there seemed to be some pathway from the check-in station to God's Lookout. Goku used it to return to Earth after being resurrected.

Frieza wouldn't personally come to menace Earth if the wishes aren't revealed, it would be some lowbie goons of his going around looking for random planets. Which are a big danger to Earthling fighters, but they'd form their own Sorting Algorithm of Evil chain.
Oh and then Gero's nerdrage erupts and he conquers the galaxy from under Frieza.

One 'What If' I've been toying with is "What if Goku was willing to accept more responsibility, and he accepted Kami's offer to become the next Kami of Earth after he defeated Piccolo Jr?"
Becoming Kami would give Goku a tiny amount of Godly Ki, and it would give him all of Kami's powers. Maybe the series goes roughly the same as before, but with Goku having more of a focus on punishing evil and using more godly magic in his fighting style. He'd probably adapt to King Kai's training faster.
Really, the end-point of this 'What If' is "what if Goku still went Super Saiyan against Freeza, and he learned to combine the Godly Ki he has from being Kami with Super Saiyan, gaining early access to Super Saiyan Blue around the time of the Cell Saga?"
Well, how else do you become Super Saiyan God Super Saiyan if you can't become a Super Saiyan God?
What's the record for how Vegeta became a Super Saiyan God, again?

In the manga of Super he may have achieved it by training in the Room of Spirit and Time, but it's not explicitly said (just that he definitely had the form after that point, and trained to be able to switch between it and Blue effortlessly to conserve power).

Its interesting how a lot of people like to discuss what-ifs of Dragon Ball.
The series does let itself to a lot of those considering some less than ideal choices are done in the series. And the Writing by the Seat of Your Pants aspect certainly doesnt help
