Are we forgetting what that child was?
Goku was not an ordinary kid: he was from a race who's untrained children were bulletproof and nearly as powerful as any earth Adult. And if they weren't they quickly became that way.
And Goku was a below average member of his race....who became strong enough to single handedly wipe out the most powerful army on the planet.
Don't try and play Bulma's failure to shoot him (which she did; not her fault he literally refused to die) as a deficiency on her part.
Now that doesn't mean other aliens are as freakishly strong as the Saiyans. It only means that the only worthwhile aliens we meet are usually stronger than the average human.

Hell, Bulma could probably build a pretty nifty suit of Powered Armour. She did get a chance to study Gero's tech, and has replicated Saiyan Armour too.
I don't expect it to ever be a thing in canon, but maybe some supplementary material might give it a try.

I don't think being able to kill someone with a gun is a point against Blooma being a fighter.

How relevant she is varies (remember how awesome she was once they got to Namek? Of course you don't because once they literally blew up the ship, which was the one thing they could contribute, she couldn't do anything but sit around waiting for everyone else! She didn't even see Goku on Namek), but you aren't wrong.
Bulma is pretty well liked obviously, since she keeps finding her way into the plot at times when you'd expect she'd be cast aside.
One Strip! One Strip!It’s kind of interesting that Bulma made tech - specifically a force field - that can contain two Super Saiyan (or was it even Super Saiyan 2) powers pretty consistently, only breaking down beyond that point.
It doesn’t hold a candle to the power levels bandied around by the heavy hitters, but it does show that non-evil mad science is getting up there - if slowly.
The video games have been doing that for a while. They basically adopted Cell and Bardock and all sorts of new character traits.
It’s not Bulma’s fault she shot a space monkey-child who was impervious to bullets.
As for me, I would want more female fighters period, not necessarily Bulma. Bulma being a fighter or not would not matter if there were more female fighters because she wouldn’t carrying the brunt of being the only female main character from the onset.

The Saiyans have destroyed multiple planets.
Frieza ran a galaxy-spanning genocide-real estate empire for decades.
Majin Buu went on a god-slaying rampage, killing all but one of the Kaioshins and the almighty Daikaioshin.
Cell held a tournament that wasn't actually a tournament and was instead just a dare for anybody to take him down. Which he promptly lost.
Standing shoulder to shoulder with the other guys, Cell's kinda got something to prove.

Because Goku teleported only himself and Cell away. It’s not on the same level of Nappa offing Piccolo and tien or Frieza offing Krillin and Vegeta.
How much of an achievement was it when Cell was deliberately aiming for more then Goku and Cell couldn’t stop Goku from limiting the damage to him?
Goku wasn’t even the one who forced him into self-destructing.

Goku and Trunks were both in Super Saiyan 2, and it's funny to think that if Cell came back to life, Bulma would be able to easily contain him.

Earth's mad science is as ludicrous as any alien superpowers if allowed to develop, and Bulma is definitely capable of creating and advancing it (she isn't just the capsules, she got spaceships, gravity fields, etc. She's omnidisciplinary.) But, she would've needed to put focus onto it to get that far.
