Seriously though I can't wait for them to do Saiyaman. I remember them describing it in their Xenoverse LP as "the kind of thing that you hate as a kid but find hilariously awesome as an adult," which... yeah, that sums up my experience exactly.

It's not even so much "he peaked" as "Vegeta's character regression (and eventual redemption) rendered Gohan's character development useless, secondary, and dangerous." Had Vegeta not gone the Majin route, even if Buu somehow came to pass (which wouldn't have happened), Vegeta and Gohan could've just fused and ended it then and there. Then we wouldn't have had "Gohan, Goku has to come back to life because you failed at being Earth's savior, which you never wanted", because Vegeta or Trunks (or Goten) would've just been Earth's savior.
It's a meta-commentary, not a literal assertion of his growth as a fighter. Doylist gag, not Watsonian gag.
As a fighter, Gohan hasn't peaked. Ultimate Gohan is his peak for the manga/Z anime, and even then, Super pushes him to greater heights beyond that.
But in terms of his narrative role, this is it. Defeating Cell is the most awesome thing he's ever going to do in his entire life as a character in this story. Gohan will never really matter again.
